Chapter II Scope of Business
Article 6:
1. Organize academic exchanges in the field of materials science and engineering at home and abroad;
2. To provide scientific argumentation and consultation for the major decisions of the country to develop new materials and materials science and technology, and provide technical consultation and services for relevant departments and units engaged in materials science and technology research and materials production enterprises;
3. Edit, publish and distribute publications and technical materials in the field of materials science and the frontier of materials science and technology research, non-profit sales conference proceedings and related technical materials;
4. Carry out scientific popularization of materials science and technology, continuing education and training of scientific and technical personnel;
5. Accept the entrustment to undertake the project evaluation, technical appraisal, achievement appraisal and qualification evaluation materials for professional and technical positions;
6. Organize exhibitions of materials science and engineering;
7. Development, transfer and non-profit sales of developed products related to materials science and technology;
8 authorized by the relevant departments, recommend, commend and reward outstanding materials science and technology workers;
9. To safeguard the legitimate rights and interests of members of the Association and organize undertakings and activities to serve members.
Chapter III Members
Article 7
Members of society are divided into individual members and group members. Individual members are divided into members, senior members, student members and foreign members.
Article 8 Membership requirements: Anyone who supports the articles of association of the Association and is willing to join the Association and meets the following conditions may apply to join the Association.
(1) Membership (meeting one of the following conditions)
1. Scientific and technical personnel with intermediate or above technical titles;
Scientific and technical personnel with technical titles of assistant researcher, lecturer and engineer or equivalent level;
2. Scientific and technical personnel who have obtained a master's degree or above;
3 scientific and technical workers and enterprise managers who have made inventions in materials science and technology, or have made certain achievements and contributions in scientific research, production and teaching.
(two) senior members (with one of the following conditions)
1. Those with full or deputy senior technical titles, high academic attainments and remarkable achievements in materials science and technology and related disciplines;
2 people who have made important contributions to China's materials science and technology;
3. Material field management experts and entrepreneurs who have made important contributions to the development and organizational construction of the association;
4. Scientific and technical workers and enterprise management workers who have made outstanding inventions in materials science and technology, or have made outstanding achievements and contributions in scientific research, production and teaching.
(3) Student members
All senior students and graduate students who study materials-related science and technology at school with excellent grades and are interested in materials science and technology can apply for membership. Student members will naturally terminate their membership when they graduate from university (graduate) or drop out of school; Workers who have obtained a master's degree or above and continue to work in materials science and technology can apply for membership.
(4) Foreign members
Foreign material science and technology workers who have certain academic status and influence in the field of materials science and technology, are friendly to China and can often participate in major academic activities of the Association.
(5) Group members
1. Enterprises and institutions engaged in scientific research, education and material production have a certain number of scientific and technological personnel and actively support the work of the association;
2. Academic social organizations established according to law;
3. Designate a special person as a contact person to contact the Association.
Article 9 Membership procedures
(1) Individuals and group members:
Submit the membership application form to the association, and the Council authorizes the secretariat to issue membership cards with the approval of the organizing Committee of the association.
(2) Foreign members:
The application is submitted by myself, audited by the organizing committee of the Association and approved by the directors' meeting, and the membership card is issued by the secretariat of the Association, and reported to the China Association for Science and Technology for the record.
Article 10 Members shall enjoy the following rights
(1) individual members
1. The voting rights, the right to be elected and the right to vote of the Council of this Association;
2. Give priority to our academic activities;
3. Have the right to criticize, suggest and supervise the work of this Association;
4. The Association will give priority to technical consultation and services;
5. Priority or free access to our publications and related materials;
6. Joining is voluntary and quitting is free.
(2) Group members
1. Send representatives to attend the general meeting of members of the Association to recommend and nominate candidates for directors;
2. Organize scientific and technical personnel of the unit to participate in and hold academic activities of the Association; Recommend the chairman of the branch and the spokesman of the conference;
3. Declare the national awards sponsored by the Society and the Science and Technology Award of China Materials Research Society;
4. Recommend the candidate groups or individuals selected by the national advanced collectives or individuals sponsored by the Association;
5. Get preferential treatment and priority for technical consultation and service requests of the Association;
6. Have the right to criticize, suggest and supervise the work of this Association;
7. Priority or free access to our publications and related materials;
8. Joining is voluntary and quitting is free.
Article 1 1 Obligations of Members
(1) individual members
1. Abide by the Articles of Association;
2. Implement the resolutions of the Association, actively participate in the activities of the Association, and complete the work entrusted by the Association;
3. Close contact with the Association, timely reflect the demands of scientific and technological workers on the work of the Association, and provide relevant information and suggestions;
4. Pay the membership dues on time.
(2) Group members
1. Abide by the Articles of Association;
2. Implement the resolutions of the Association, actively support individual members of the unit to participate in the activities organized by the Association and complete the work entrusted by the Association;
3. Set up a contact person who is responsible for contacting individual members of the unit, collecting membership fees, distributing periodicals and magazines, and providing scientific and technological information of the unit to the association on a regular basis;
4. Pay the group membership fee on time.
Article 12
Members of this association are required to submit a written statement to this association and return their membership cards. If a member fails to pay the membership fee or contact with the Association for two years without any reason, and still fails to pay the membership fee or contact with the Association after being prompted, it will be regarded as automatic withdrawal from the Association, and the position of executive director and director in the Association will be regarded as automatic abandonment.
Article 13
Those who violate the criminal law or seriously violate the articles of association of the association shall be removed from the list by voting of the Council or the Standing Council.
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 14
The organizing principle of this association is democratic centralism. The highest authority is the member congress. Members' congresses are held every four years. Due to special circumstances need to be held in advance or postponed, it shall be voted by the Standing Council, reported to the China Association for Science and Technology for approval, and reported to the Ministry of Civil Affairs for approval. But the longest extension shall not exceed 1 year. Generally speaking, more than two-thirds of the members of the general assembly must attend (under special circumstances, it can also be conducted by means of communication), and its resolution can only take effect if it is passed by more than half of the delegates present.
The functions and powers of the members' congress are:
1. Formulate and modify the Articles of Association;
2. Election and recall of members of the Council;
3. Review and approve the work report and financial report of the Council;
4. Formulate the working principles and tasks of the Association;
5. Decide on other important matters.
Article 15
The Council is the executive body of the member congress, leading the association to carry out its daily work when the member congress is not in session, and being responsible to the member congress. Board members must be members of the Association. Candidates for the Council are nominated through democratic consultation and elected by secret ballot at the general meeting of members.
The Council shall elect a chairman, several vice-chairmen and a secretary-general. Among the vice-chairmen, there may be an executive vice-chairman to assist the chairman in his daily work.
The chairman and the secretary-general shall not concurrently hold the corresponding leadership positions of other academic social organizations.
Article 16 Functions and powers of the Council
1. Implement the resolutions of the members' congress;
2. To elect and recall the president, vice-president and secretary-general;
3. Prepare for convening a member representative meeting;
4. Formulate the work plan of the Association, review the financial budget and final accounts of the Association, and submit the work report and financial report to the members' congress;
5. Decide to establish offices, branches, representative offices and entity institutions;
6. To lead the work of various institutions of the Association;
7. Formulate internal management system;
8. Decide on the appointment of the Deputy Secretary-General and the heads of institutions;
9. Decide on awards and recognition;
10. Decide on other important matters.
Article 17
In principle, the Council shall meet at least once a year. Under special circumstances, it can also be convened by communication. If a director fails to attend the board meeting for more than two years without reason or fails to contact the Exchange, he shall be deemed to have voluntarily given up his position as a director and executive director.
Article 18
Under normal circumstances, the board of directors can only be convened when more than two thirds of the directors are present, and its resolutions can only take effect when more than two thirds of the directors present vote.
Article 19
The Association shall set up a permanent council. The executive directors are elected by the board of directors, and their number shall not exceed 1/3 of the number of directors. When the Council is not in session, it shall exercise all the functions and powers of Article 16 except items 2 and 4, and be responsible to the Council.
Article 20
Generally, the Standing Council shall convene a meeting at least once a year (under special circumstances, it can also be convened by means of communication), which shall generally be held only when more than two thirds of the executive directors are present, and its resolutions shall be adopted by more than two thirds of the executive directors present at the meeting before they can take effect. If the executive director doesn't attend the executive director's meeting for one year without reason, and doesn't contact with the society, it will be regarded as giving up the executive director's position automatically.
Article 21
The chairman of this Association is the legal representative of this Association. In case of special circumstances, the Chairman may entrust an executive vice-chairman or the Secretary-General as the legal representative, but it shall be reported to China Association for Science and Technology for approval and approved by the Ministry of Civil Affairs. The legal representative of this Association shall not concurrently serve as the legal representative of other organizations.
Article 22 The chairman, vice-chairman and secretary-general of this Association must meet the following conditions.
1. Adhere to the Party's line, principles and policies and have good political quality;
2. It has great influence in the field of materials science and technology;
3. The maximum working age of the chairman and vice-chairman is generally not more than 70 years old (upon expiration), and the working age of the Secretary-General is not more than 65 years old (upon expiration). The secretary-general is full-time. Can not be full-time, with the approval of the competent business unit and the registration authority, can set up a full-time deputy secretary general;
4. Love study and work, be healthy, and be able to stick to normal work;
5. No criminal punishment of deprivation of political rights;
6. Have full capacity for civil conduct.
Article 23
If the chairman, vice-chairman and secretary-general of this association are over the maximum working age, they shall be approved by the Council, reported to the China Association for Science and Technology for approval, and approved by the Ministry of Civil Affairs before taking up their posts.
Article 24
The chairman, vice-chairman and secretary-general of the Association shall serve for one term, and the longest term of the same post shall not exceed two terms.
Article 25 The President of this Association shall exercise the following functions and powers
1. Convene and preside over the Council and the Standing Council;
2. Check the implementation of the resolutions of the General Assembly, the Council and the Standing Council;
3. Sign relevant important documents on behalf of this Council;
4. Deal with other important affairs.
Article 26 The Secretary-General of this Association shall exercise the following functions and powers
1. Preside over the daily work of the office and organize the implementation of the annual work plan;
2. Coordinate the work of branches, representative offices and entities;
3. Nominate the Deputy Secretary-General and the heads of offices, branches, representative offices and entities, and submit them to the Council or the Standing Council for decision;
4. To decide on the employment and dismissal of full-time staff in offices, representative offices and entities;
5. Handle other daily affairs.
Article 27
The daily office of the association is the secretariat. The secretariat consists of some full-time staff and volunteers. The Secretary-General directs the daily work of the Secretariat. The Secretariat shall have several Deputy Secretaries-General to assist the Secretary-General in his work.
Article 28
According to the needs of society, the Council sets up academic, organizational, enterprise, award, popular science and education, information and publishing and financial management committees; Members of the Working Committee (including the director and deputy director) shall be appointed by the Standing Council; The term of office of the Working Committee is in step with the changes of the Council. Temporary changes shall be handled in accordance with the appointment procedures.
Article 29
According to the development of materials science and technology and the needs of academic activities, the association has established several branches according to the characteristics of disciplines, majors or members. Branches must be reported to China Association for Science and Technology for approval, and can only be established after approval by the Ministry of Civil Affairs. Under the leadership of the Council, the branch is responsible for organizing academic activities of the discipline or group. The name of the branch is "XX Committee of China Materials Research Society" or "XX Branch of China Materials Research Society".
The branch is an integral part of this association, and there is no separate constitution. According to the Measures for the Administration of Registration of Branches and Representative Offices of Social Organizations of the Ministry of Civil Affairs and the Measures for the Administration of Branches and Representative Offices of National Associations of China Association for Science and Technology, the Association has formulated corresponding management measures.
Article 30
Local materials research societies established in all provinces, municipalities and autonomous regions are under the business guidance of this association.
Chapter V Honorary posts, honorary titles and consultants
Article 31
Scientists and scholars who have served as the main leaders of the society or made outstanding contributions to the organization of the society may be appointed as honorary presidents of the society with the approval of the National Congress of Members.
For experts and scholars who have served as leaders (chairman, vice-chairman and secretary-general) of the association but no longer serve as current directors, the Council may award honorary directors and enjoy the same treatment as directors.
Academicians of the two academies who have served as previous directors and consultants of the Institute, as well as famous scientists and scholars at home and abroad who have made important contributions to the development of materials science and technology, have high academic prestige and enthusiastically participated in the academic activities of the Institute, can be awarded honorary directors by the Council and enjoy the same treatment as directors.
Article 32
Scientists and scholars who have made important contributions to materials science and technology and have made outstanding contributions to the organization and construction of the association shall be hired by the Council as consultants of the association with the approval of the National Congress of Members.
Chapter VI Principles for the Management and Use of Funds and Assets
Article 33 Sources of funds of the Association
1. membership fee;
2. Funding and donations from domestic and foreign units, groups and individuals;
3. government funding;
4. Income from activities or services provided within the approved business scope;
5. interest;
6. Other lawful income.
Article 34
The Association implements a democratic financial management system under the leadership of the Standing Council. The Standing Council authorizes the Financial Management Committee to guide and supervise the financial work of the Association and the implementation of relevant national financial laws and regulations.
Article 35
The association collects membership fees in accordance with relevant state regulations.
Article 36
The funds of this association must be used for the business scope and career development stipulated in the articles of association, and the surplus funds shall not be distributed among members and full-time staff.
Article 37
Establish a strict financial management system to ensure that accounting information is legal, clear, true, accurate and complete.
Article 38
The Association is equipped with accounting personnel with professional qualifications, and accounting personnel shall not concurrently serve as financial cashiers; Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.
Article 39
The asset management of this association must implement the management system stipulated by the state and accept the supervision of the national member congress and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.
Article 40
Before changing its legal representative, the association must accept the financial audit of the auditing organ.
Article 41
No unit or individual may occupy, privately divide or misappropriate the assets of the Association.
Article 42
The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.
Chapter VII Procedures for Amending the Articles of Association
Article 43
Amendments to the articles of association shall be approved by the Council or the Standing Council and submitted to the National Congress for deliberation.
Article 44
The revised articles of association of this Association will take effect within 15 days after being approved by the National Congress of Members, China Association for Science and Technology and the Ministry of Civil Affairs.
Chapter VIII Termination Procedure and Financial Treatment after Termination
Article 45
When the association completes the purpose stipulated in the articles of association or is dissolved by itself due to division or merger or needs to be revoked, the Council or the Standing Council shall propose a termination motion.
Article 46
The motion to terminate the association was voted by the National Congress of Members and submitted to the China Association for Science and Technology for approval.
Article 47
Before the termination of this Association, a liquidation organization should be established under the guidance of China Association for Science and Technology and relevant competent departments to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.
Article 48
After the cancellation of registration by the Ministry of Civil Affairs, the association will be terminated.
Article 49
Under the supervision of the China Association for Science and Technology and the Ministry of Civil Affairs, the remaining property after the termination of the association will be used for the development of undertakings related to the purpose of the association in accordance with relevant state regulations.
Chapter IX Supplementary Provisions

The branches of the association may formulate relevant work rules and management measures according to the articles of association.
Article 52
The Articles of Association was adopted by the Fifth National Congress on September 6, 2007.
Article 53
The right to interpret the Articles of Association belongs to the Council of the Association.
Article 54
The Articles of Association shall come into force as of the date of approval by the Ministry of Civil Affairs.
