The regional scope of the comprehensive bonded zone shall be implemented in accordance with the Reply of the State Council on Agreeing to Establish Zhoushan Port Comprehensive Bonded Zone (Guo Han [20 12] 148). Article 3 The comprehensive bonded zone shall strengthen the comprehensive supporting reform and innovate the system and mechanism; Make full use of port resources and functional advantages, develop modern marine industry, international trade of commodities and port logistics of bulk commodities, and build a new trading port with perfect functions, efficient operation, high openness and international competitiveness. Article 4 Provincial and Zhoushan Municipal People's governments shall implement relevant promotion and preferential measures in terms of land, capital and talents, and support the construction and development of the comprehensive bonded zone. Article 5 Domestic and foreign enterprises and other economic organizations and individuals are encouraged to set up enterprises, invest in shares or set up institutions in the comprehensive bonded zone.
Enterprises, institutions and individuals in the Comprehensive Bonded Zone shall enjoy the preferential policies of the state, province and Zhoushan Municipality in accordance with the law, and their legitimate rights and interests shall be protected by law.
Enterprises, institutions and individuals in the comprehensive bonded area shall abide by laws and social ethics, be honest and trustworthy, and operate according to law. Article 6 The Zhoushan Port Comprehensive Bonded Zone Management Committee (hereinafter referred to as the Comprehensive Bonded Zone Management Committee) shall be responsible for the management of the comprehensive bonded zone and perform the following duties according to law:
(1) To formulate the economic development plan of the comprehensive bonded zone and organize its implementation;
(two) according to the relevant national and provincial industrial policies, the preparation of industrial development directory, overall industrial layout, and the implementation of management;
(three) responsible for the development and reform of the comprehensive bonded zone, science and technology, finance, state-owned assets, construction, transportation, human resources and social security, environmental protection, commerce, production safety and other aspects of management;
(four) to coordinate and cooperate with the management of customs, inspection and quarantine, maritime affairs, border inspection, port and shipping, taxation, foreign exchange, land and resources, planning, industrial and commercial administration, quality and technical supervision and other departments;
(five) according to the Zhoushan Municipal People's government authorized or entrusted by the relevant departments, responsible for the management of the comprehensive bonded area;
(six) to be responsible for the informatization of the comprehensive bonded area and promote the construction of public information platform;
(seven) other duties entrusted by the Zhoushan Municipal People's government according to law.
The duties of public security, fire control and road traffic management in the comprehensive bonded area shall be exercised by the relevant administrative departments in accordance with the relevant laws, regulations and rules of the state. Article 7 The production and operation activities of enterprises in the comprehensive bonded zone shall meet the requirements of industrial development, and no processing trade business shall be carried out for products with high energy consumption, high pollution and high resources or commodities listed in the Catalogue of Prohibited Commodities in Processing Trade. Article 8 The Administrative Committee of the Comprehensive Bonded Zone shall, in accordance with the relevant provisions of the state and in combination with the industrial characteristics of Zhoushan Islands New District in Zhejiang Province, formulate industrial support policies to support enterprises that meet regional functions and industrial policies. Article 9 The administrative committee of the comprehensive bonded zone shall formulate unified management norms and service standards, improve administrative efficiency and provide efficient and convenient services for enterprises. Article 10 The Administrative Committee of the Comprehensive Bonded Zone shall, jointly with the customs, inspection and quarantine, maritime affairs, border inspection, port and shipping departments, do a good job in integrating and sharing information resources, build a unified information platform, release public information in time, and provide services for enterprise development and customs clearance management. Article 11 A comprehensive bonded zone shall set up a comprehensive service place for administrative examination and approval to centrally handle the following matters:
(a) the approval and filing of investment projects;
(two) the examination and approval of the construction project site selection opinions, construction land planning permits, construction project planning permits and construction permits;
(three) the examination and approval procedures for the allocation and transfer of land for construction projects and state-owned land use rights other than new construction land;
(4) Other matters entrusted by Zhoushan Municipal People's Government and its relevant departments.
To handle the matters specified in the preceding paragraph, the system of unified acceptance, centralized examination and approval, time-limited completion and follow-up service shall be implemented. Article 12 For those who frequently go abroad or leave the country due to business needs in the comprehensive bonded area, the method of "one-time examination and approval, valid for multiple times within one year" can be implemented; You can go through the formalities of multiple trips to and from the Hong Kong Special Administrative Region within a certain period of time. Article 13 The comprehensive bonded zone shall implement the system of joint supervision and coordination at ports. Customs clearance service places shall be set up in the comprehensive bonded area, and permanent agencies such as customs, inspection and quarantine, maritime affairs, border inspection, port and shipping shall be stationed and jointly operated.
The Administrative Committee of the Comprehensive Bonded Zone shall, jointly with the resident agencies of customs, inspection and quarantine, maritime affairs, border inspection, port and shipping, establish a port supervision and coordination information system, realize the linkage between regions and ports, and improve the efficiency of customs clearance. Article 14 The comprehensive bonded zone shall be under closed management. The means of transport and personnel entering and leaving the comprehensive bonded area shall be inspected through the special channels designated by the customs.
The customs, inspection and quarantine institutions stationed in the area shall take measures to ensure the normal, orderly and convenient passage of people and means of transport entering and leaving the comprehensive bonded area.
