The total area of the project is 245000m2, of which the land area is 22 1.400 m2, and the water area is 23600m2. The maximum number of tourists received is 2,200.

Second, the present situation of the surrounding environment of the construction project
1, environmental status of the construction project.
The land of this project is acquired by allocation. There is a river in the middle of the plot, with a water surface area of 23600m2, an average water depth of 2m, and an accumulated water volume of 47200m3. The recharge method is natural precipitation and lake water system, and the vegetation on the shore is mostly weeds (see Figure 2-3 for details). The wild animals in the waters are mainly wild fish and plankton.
The general topographic trend of the second phase of urban forest park is high in the east and low in the west, high in the south and low in the north. There is a river in the middle, which divides the planned land into two parts, east and west, and the rest is wasteland. Some parts in the south of the site need to be demolished.
The land area involves scattered villages, low-rise bungalows or shanty towns and other buildings within the scope of demolition control land, in which the area of houses to be demolished is about 28331.5m2..
2, the scope of environmental impact assessment of construction projects
(1) Evaluation scope of surface water
This assessment mainly evaluates the surface water environment of Yitong River, the receiving water body. In order to understand the impact of sewage discharged by this project on Yitong River, the scope of surface water evaluation in this EIA is determined as a watershed with a total length of about 8.5km from 0.5km upstream of the outlet of Chuanhu Sewage Treatment Plant in Changchun to 8km from the outlet of Chuanhu Sewage Treatment Plant to Yitong River. See Figure 3 for the scope map of surface water evaluation.
Three. The environmental impact of construction projects and the main measures and effects to be taken.
1, environmental impact during construction and control measures to be taken.
(1) Pollution during construction.
(1) Pollution of construction wastewater and control measures to be taken.
During the construction process, engineering wastewater containing mud or sand and gravel will be produced, and the main pollutant of this wastewater is SS. If this part of wastewater is discharged directly without treatment, it will have a certain impact on the surface water environment. Therefore, the construction wastewater should be clarified by sedimentation tank, and the supernatant should be used as water for pouring road. The settled mud and solid waste shall be disposed of together with the construction dregs, and shall not be dumped into the domestic garbage.
In addition, construction workers will produce a certain amount of domestic sewage, and the main pollutants are COD and SS. It is suggested that the domestic sewage generated by construction workers enter the impervious dry toilet and be transported abroad as agricultural fertilizer.
River dredging will disturb surface water to a certain extent, which may lead to the increase of SS concentration in water. If the construction machinery and equipment are not maintained in time and continue to be used, it will have a certain negative impact on surface water.
Measures to be taken: Lake bubbles are natural lake bubbles, and aquatic organisms are mainly small fish and leeches. The aquatic plants are mainly aquatic plants, reeds, calamus and so on. The dredging process will inevitably have a certain adverse impact on the environment on which these aquatic animals and plants depend, but compared with the construction period, this impact is short-lived. After the dredging project is completed, irrigation and aquatic plants will be provided, which is conducive to the restoration of the ecological environment of natural lakes and bubbles.
(2) Waste gas pollution during construction and the control measures to be taken.
Building dust
Due to the stacking of building materials and engineering waste soil around the construction site, the loading and unloading of bulk powdery and granular materials, and the mixing process, and when transport vehicles transport engineering waste soil, backfill soil and bulk building materials, they are often scattered in transit due to overload or no protective measures, which will produce a lot of dust.
During the construction period, TSP was seriously polluted. In the process of earthwork loading and unloading, transportation, construction and stone transportation, the concentration of TSP in the ambient air is 1 1.7mg/m3, and it still reaches 5.0mg/m3 at 150m, but the influence period is short and disappears with the end of construction.
Suggested control measures: temporary warehouses should be set up for building materials that are easy to produce dust, and special personnel should be appointed to manage them to avoid long-term open-air stacking of bulk cement, yellow sand, lime and other materials; If bulk powder and granular materials need to be stacked outdoors, they should be covered with awnings or ponchos to reduce the generation of dust. When mixing materials during construction, stir them immediately, and set up enclosure shed to prevent dust from blowing away and generating dust; When pouring concrete, all commercial concrete mixers should be used and sent directly to the construction site.
Transportation dust
Wheels, tires and tracks of construction machinery entering and leaving the construction site will stick the soil on the construction site to the roads along the way, which will be crushed by passing vehicles to form dust, causing mud in rainy days, air drying and flying in sunny days.
Suggested control measures: transport vehicles should maintain the road surface in time when driving on bumpy or inferior dirt roads, sprinkle water regularly to keep it moist and prevent the occurrence of dust. For example, spraying water 4-5 times a day can reduce the dust by 70% and reduce the dust pollution distance to 20-50m. The transportation of bulk powder and granular materials should use closed tank cars and closed silos.
Sludge odor
During the dredging process of this project, a large amount of sludge will be produced. Sludge is dried and then used to fill the pit, and malodorous gas will be produced during the drying process. The smell of mud will drift to the downwind area with the action of the wind, which will have a negative impact on the downwind population residential area.
In this project, the bottom of the lake will be dredged in 20XX month, and the dredged silt is 1000m3, and the drying yard is 40m long and 30m wide. Silt piles are set in the yard, and the thickness of the silt piles is about 0.2m every day. If it's sunny, the sludge paved on that day can be dried out in 1 day, and transported to the rockery in the area for pit backfilling at night. Considering the weather, it takes about 6 days to completely dry the sludge, so the sludge odor is mainly concentrated during this time.
Measures to be taken: The main components of sludge odor are ammonia and hydrogen sulfide. At present, the diffusion of sludge odor in the project area is mainly affected by wind. In order to reduce the impact of odor on residents on this side, it is suggested to set up a 4m high enclosure around the sludge drying plant, which can effectively reduce the impact of odor on the surrounding environment.
(3) Noise influence and suggested control measures.
After the project starts, a large number of construction equipment and machinery will be used, mainly including front bucket loaders, excavators, graders, car cranes, cranes, pile drivers, chainsaws, rammers and trucks. Therefore, it is inevitable to produce construction noise. These sound sources have the characteristics of high noise and irregularity, and if they are not controlled, they will often cause noise pollution to nearby areas.
The following noise reduction measures are proposed for the above construction machinery:
A, in the construction organization design, the construction unit should reasonably place construction machinery, such as near the side of the highway, in order to reduce the pollution of mechanical noise to the acoustic environment.
B, reasonable arrangement of construction plan, construction machinery and equipment combination and construction time, to avoid construction at night (22:00-6:00), to avoid using a lot of power machinery and equipment at the same time. The construction unit shall strictly implement the requirements of Environmental Noise Emission Standard for Construction Sites. In the process of construction, the number of running power machinery and equipment should be reduced as much as possible, and the power machinery and equipment should be used as balanced as possible.
C consciously choose low-noise mechanical equipment; For mechanical equipment (excavators, bulldozers, etc. ) and dump trucks digging and transporting earthwork can reduce noise by exhausting muffler and isolating engine vibration, and other noise-producing links can also be partially or completely closed to minimize the amplitude of vibration surface; Idle machinery and equipment should be shut down or slowed down;
All power machinery and equipment should be overhauled frequently, especially those that generate noise due to loose parts, and those that easily damage noise-reducing parts and generate strong noise.
D, construction machinery and equipment should be as far away from the residents of the surrounding communities as possible. At the same time, set up fences at the construction site, especially near the residential area. The height of the fence shall not be less than 4m to shield the construction noise. During the construction period, mobile sound barriers shall be set for high-noise equipment to reduce the impact on community residents.
④ Solid waste
Construction waste
According to the statistics of similar construction, the output quota of construction waste such as broken bricks and redundant concrete during the civil construction of this project is 0.00 1t/m2, which is about 50.2t/a (about 25. 1m3). According to the owner, all these construction wastes are used for site backfilling.
B domestic garbage
The per capita output of domestic garbage is 0.5kg/d, and the number of people during the construction period is 50, so the output of domestic garbage is 25kg/d, which will be collected by the municipal sanitation department for centralized treatment.
Treatment of engineering sludge by C water system
It is estimated that 1000m3 sludge will be produced in the dredging process of water system regulation project, which can be used as regional backfill soil or green space cushion soil after drying.
To sum up, the solid waste of the proposed project will be effectively treated without secondary pollution.
2. Analysis of environmental impact during operation period and suggestions for control measures.
(1) surface water environmental impact analysis and proposed control measures.
After the completion of this project, the waste water is sanitary and clean sewage generated by tourists and domestic sewage generated by park staff, with the output of1.88m3/d (4336.2t/a) and 0.48m3/d( 175.2t/a) respectively, and the total amount of sewage is/kloc-.
The main pollutants are COD, BOD5, SS and ammonia nitrogen. The pollutant discharge concentrations are COD: 300mg/L, BOD5: 150mg/L, SS: 180mg/L, and ammonia nitrogen: 30mg/L, and the pollutant discharge amounts are COD: 1.35t/L, respectively.
Measures to be taken: After the park is completed, tourists and park staff in the park are residents who have lived in Changchun for a long time before the park is completed. Therefore, the construction of this project only changes the discharge mode of some domestic sewage, and will not increase the total discharge of sewage and pollutants in Changchun. Therefore, the construction of this project will not aggravate the pollution of surface water environment, especially Yitong River.
(2) Environmental air impact analysis and control measures to be taken.
The project management personnel provide central heating in winter, do not build their own boiler room, and have no smoke pollution from coal-fired boilers.
After the completion of this project, there is only one parking lot at the entrance of the park, with a total of 32 parking spaces, all of which are in the open air. The generated automobile exhaust is quickly diluted by the surrounding air. Foreign vehicles are not allowed to enter the park except the green sprinklers, so there is basically no negative impact on the ambient air, and the vegetation in the park has a certain purification effect on the automobile exhaust in the ambient air.
It is reported that 1ha forest belt can absorb and assimilate 800kg of pollutants a year. Plants that absorb more SO2 are Cryptomeria fortunei, Canna, Rose, Clove, Chrysanthemum, Ginkgo biloba, Robinia pseudoacacia and so on. There are lilacs in the shrubs planted in this park, which can effectively absorb SO2.
The green area is 198000m2. According to conservative calculation, it can also absorb the assimilated pollutant 15.84t every year, and has the functions of taking medicine and preventing dust, so the impact on the ambient air is positive. (3) Acoustic environmental impact analysis and proposed control measures.
(3) Acoustic environmental impact and control measures to be taken
During the operation period of this project, the noise mainly comes from the music played by tourists in the park, and the source intensity is about 55-75dB(A).
According to the master plan, the largest leisure activity place in the park is located near the main entrance. Visitors will not be too close to the main entrance for fitness, but they will keep a distance of at least 35 meters. There is a lot of vegetation in the park, so the concert is absorbed or blocked by it, and the music played is beautiful and pleasant, which will not cause people's emotional irritability.
To sum up, after distance attenuation and sound insulation, the noise outside the boundary of the park can meet the requirements of 1 in GB22337-2008 Emission Standard for Community Noise, and has little impact on the surrounding environment.
(4) Environmental impact analysis of solid waste and control measures to be taken.
The solids generated by this project are mainly domestic garbage generated by tourists and park employees, with pollution generation coefficients of 0. 1kg/ person d and 0.5kg/ person d, respectively, and pollution output of 0.22t/d(80.3t/a) and 6kg/d(2. 19t/a), respectively.
Garbage bins are set up along the road in the park, and park managers patrol at any time to collect the garbage scattered on the ground into the garbage bins, which are removed by the municipal sanitation department every day, without causing secondary pollution.
3. Economic profit and loss analysis of the project
(1) After the project is completed, the local environmental quality will be improved. The vegetation in the park plays a significant role in improving the local environment and purifying the air. The improvement of greening rate and the increase of forest and lawn area will help to maintain water and soil, promote the virtuous cycle of regional materials, reduce sandstorm phenomenon and reduce the impact of windy days in spring and summer on the external environment.
⑵ After the completion of the project, the urbanization process will be accelerated, and a park integrated with the surrounding landscape will be created, which is conducive to the realization of the overall urban planning and the improvement of the urban ecological landscape. At the same time, improve the level of environmental quality and achieve a double harvest of economic and environmental benefits.
To sum up, the project has no direct economic benefits, but it has good environmental and social benefits.
4. Social and environmental impacts

The proposed project mainly adopts the design concepts of modern gardens and ecological gardens, and adopts the layout mode of combining natural style with conventional style. The design takes "people" as the main body, embodies "humanization", and provides an open comprehensive park integrating quiet rest, waterfront landscape and fitness activities for nearby residents, which conforms to the desire of modern people to be close to nature, is conducive to alleviating the tension brought by modern life, improving residents' living suitability and having a positive impact on residents' quality of life.
(2) the impact on human health.
After the completion of the proposed project, it will provide a place for residents to rest and exercise. According to scientific records, proper exercise can promote blood circulation, regulate heart rate, relieve mental stress, improve immunity and have a positive impact on people's health.
5. Environmental monitoring plan and environmental management system of the project
(1) monitoring plan
The scope of environmental monitoring includes the total discharge port of domestic sewage in the park, and the monitoring frequency of the total discharge port is twice a year, focusing on monitoring the pollutant discharge concentration and wastewater discharge. Through monitoring, we strive to comprehensively and correctly reflect the environmental quality, prevent pollution and protect the environment.
(2) Environmental management system
① Design stage: the design unit will implement the environmental protection facilities proposed in the environmental impact assessment report into the design, and the environmental protection department of the construction unit will review the engineering design scheme;
(2) Bidding stage: the contractor should have environmental protection content in the bidding, and the contract after winning the bid should have provisions to implement environmental protection measures;
(3) The construction unit shall set up an environmental supervision project department after the start of construction, with 1-2 full-time personnel responsible for environmental management and supervision during the construction period, focusing on supervising the construction dust and noise pollution;
(4) After the project is completed and put into production, full-time personnel shall be assigned to be responsible for environmental management and supervision during the operation period, and the environmental protection measures proposed in the environmental impact report shall be implemented and improved.
Fourth, public participation.

Construction projects involving soil and water conservation must also have a soil and water conservation plan approved by the water administrative department. The contents and formats of the environmental impact report form and the environmental impact registration form shall be formulated by the competent administrative department of environmental protection of the State Council.
According to the provisions of Article 8 and Article 10 of the Environmental Impact Assessment Law, the relevant departments of the State Council, the local people's governments at or above the municipal level with districts and their relevant departments organize the preparation of relevant special plans (hereinafter referred to as special plans) for industry, agriculture, animal husbandry, forestry, energy, water conservancy, transportation, urban construction, tourism and natural resources development.
Before the draft special plan is submitted for examination and approval, an environmental impact assessment shall be organized and an environmental impact report shall be submitted to the approving authority of the special plan. (3) The prediction mode and parameter selection are reasonable. Both environmental impact assessment and prediction models have certain applicable conditions. These parameters also vary with pollutants and environmental conditions. Therefore, the selection of forecasting mode and parameters should be "adapted to local conditions". We should choose a model with similar (same) conditions for deriving (summarizing) and evaluating environmental conditions. When summarizing parameters and evaluating environmental conditions, select parameters with similar (same) environmental conditions.
(4) The conclusion is clear, objective and credible. The conclusion must give a clear answer to the feasibility of the construction project and the rationality of the site selection, and cannot be ambiguous. The conclusion must be based on the objective arguments in the report, not emotional.
(5) Sentences should be fluent, clear and concise, not too long. All comprehensive and conclusive charts should be placed in the body of the report, and charts with reference value should be placed in the middle of the report to reduce the length.
(6) The environmental impact report shall have the evaluation qualification certificate and the signature of the reporter, which shall be signed and sealed by the reporter in turn according to the chief administrative officer, chief technical officer, chief technical auditor and chief project officer.
