Two, the provincial education administrative departments should formulate the overall planning and annual plan for the evaluation of the talent training level of higher vocational colleges in the region, and ensure that the first round of evaluation of all higher vocational colleges in the region is completed within five years; Since 2004, local higher vocational colleges have been evaluated in stages and in batches, and the evaluation conclusions have been published, and a small number of excellent colleges have been recommended to our Ministry as candidate units for demonstration higher vocational colleges.
Three, our department will organize experts to conduct spot checks on the provincial evaluation conclusions from time to time, and publish the results of spot checks. At the same time, our department will organize the evaluation of model higher vocational colleges in a timely manner, and those that meet the standards will be officially recognized as model higher vocational colleges by our department. The evaluation of demonstrative higher vocational colleges mainly faces two types of colleges: one is the colleges that have reached the "excellent" level in principle in the evaluation organized by provinces (autonomous regions and municipalities directly under the Central Government) and have been recommended by provincial education administrative departments to become demonstrative colleges; Second, in recent years, the central government has supported the construction and development of demonstration vocational and technical colleges. The evaluation criteria and implementation plan of demonstration higher vocational colleges shall be formulated separately.
Fourth, in the evaluation process, we should conscientiously implement the policy of "promoting construction by evaluation, promoting reform by evaluation, promoting management by evaluation, combining evaluation with construction, and focusing on construction", strengthen leadership and make overall arrangements for evaluation work. Through evaluation, we will guide the school to locate accurately, adhere to the service-oriented and employment-oriented development path, strengthen the teaching capital construction, deepen the education and teaching reform, and strive to run its own characteristics.
Five, I entrust the higher vocational colleges personnel training evaluation committee to provide advice and help for the evaluation work around. Local education administrative departments can give full play to the role of experts in the expert database of talent training evaluation in higher vocational colleges of the Ministry of Education when organizing the evaluation.
Six, please submit the overall plan of the province (autonomous regions and municipalities directly under the central government) and the work plan for 2004 to the Ministry of Higher Education before June 30. After the evaluation begins, please report the work progress and evaluation conclusion to the higher education department in time.
