Contradiction between Nanjing Provisional Senate and Nanjing Provisional Government

However, the idea that the provisional government made Nanjing its capital was opposed by most members of the provisional Senate. When Sun Yat-sen and Huang Xing heard about it, they called a meeting of members of the League in the Senate that day. "Strict responsibility should not be borne by Bird. Although the reconsideration overturned the original case and still took Nanjing as the capital, what Sun and Huang did caused widespread dissatisfaction among the elders. "Most senators advocate resignation" (special broadcast, Shen Bao1965438+February 24, 2002), which undoubtedly intensified the opposition between the provisional Senate and the provisional government.

At the beginning of March, Sun Yat-sen was forced by various pressures to change his original intention and gave up Yuan Shikai's request to take office in Nanjing and set up an interim government in Nanjing. Before noon on March 6, he submitted a government address to the provisional Senate, the main content of which was: "1. Call Vice President Li to represent Yuan Shikai in Nanjing; ..... Third, if Vice President Li Can doesn't come to the South, he plans to hand it over to Wuchang; 4. Whether Yuan Shikai can temporarily set up the Beijing Branch at the official inauguration ceremony of his trip to Beijing, the location of the interim government will be decided by the Senate. " (Nanjing government resolution, Shen Bao1965438+March 9, 2002) It is obvious that Yuan Shikai was abandoned to take office in Nanjing, and the interim government was unwilling to be established in Nanjing.

After receiving this speech, the Provisional Senate held a meeting that afternoon and decided: "1. The Senate telegraphed Chairman Yuan to allow him to take up his post in Beijing; 2. After President Yuan received the call, he called the Senate to take an oath; 3. After receiving the sworn telegram, the Senate replied that it was appointed and informed the whole country ... "(Provisional Government Gazette No.34, 19 13.02 10) Compared with Sun Yat-sen's speech, its dissatisfaction and contempt for Sun Yat-sen and the provisional government are self-evident. It is said that after Sun Yat-sen's speech was delivered, "a certain gentleman in the Senate denounced the measures proposed by the government, saying that they would not only help the current problems, but would cause more troubles" (Nanjing government's resolution, declaration1965438+March 9, 2002). On April 2nd, the Provisional Senate officially decided the location of the provisional government. As a result, Beijing voted 20 in favor and 6 against (special broadcast, Shenbao1965438+April 4th, 2002), ending the dispute between the Provisional Government and the Senate about the location of the capital. The Nanjing Provisional Government fell into extreme financial difficulties as soon as it was established. The provisional government had no money to pay the salaries of its staff, let alone the salaries of its soldiers, so that "the people's army was in danger of collapse." For a time, Nanjing was "full of soldiers who gathered to make trouble and clamored for repayment of the arrears." When the interim government was forced to give up the position announced by Sun Yat-sen that "if the new government borrows foreign debt, it will lose its sovereignty, have no mortgage, and the interest will be very light", but when borrowing foreign debt, there was a serious contradiction with the interim Senate.

There were four foreign debts negotiated by Nanjing Provisional Government, and only one Sulu loan was negotiated. Both China Merchants Bank and Han Yeping failed because of strong opposition inside and outside the Senate. Although the Sino-Russian Dawson Bank loan was barely passed in the provisional Senate in an improper way, it was not successful.
