I. The charging items and standards of engineering cost consulting services are hereby notified as follows:

The project cost consulting enterprise shall obtain the qualification of the project cost consulting enterprise according to law, and provide services to the client in strict accordance with laws and regulations, industry standards and business operation procedures within the scope permitted by its qualification grade.
3. The project cost consulting service shall follow the principles of openness, fairness, voluntary compensation and client payment. The contents, methods, pricing methods, charging amount and payment methods of engineering cost consulting services shall be agreed by the client and the engineering cost consulting enterprise in the construction engineering cost consulting contract.
Two, the construction project cost consulting service charge is an important operating service price, the implementation of government guidance price management, price setting and adjustment by the Provincial Price Bureau.
1. For the charging items and charging standards, please refer to the Charging Standards for Construction Engineering Cost Consulting Services in Hubei Province (attachment 1). The charging standard listed in the annex is the benchmark price, and the specific charging amount is calculated by the difference method and progressive method.
2. According to the local economic development level, the specific situation of the engineering cost consulting business and the management cost, the engineering cost consulting enterprise and the entrusting party can negotiate and determine the charging standard within the floating range of 20% on the basis of the benchmark price.
Third, the list valuation
1. Compilation: According to the construction drawing design documents, prepare the bill of quantities according to the requirements of the bill of quantities valuation specification, and issue the corresponding consultation result documents:

Audit: according to the requirements of the bill of quantities valuation specification, audit the bill of quantities provided by the entrusting party, and issue corresponding consultation documents. 3. Preparation of control price: According to the bill of quantities provided by the entrusting party, prepare the control price (pre-tender estimate) according to the requirements of the bill of quantities valuation specification, and issue the corresponding consultation result documents.
4. Review of control price: review the control price (pre-tender estimate) provided by the entrusting party according to the requirements of the valuation specification of bill of quantities, and issue the corresponding consultation result documents;
5. Settlement audit: After the project is completed, the project settlement submitted by the construction unit shall be audited according to the construction contract, and the corresponding consultation result documents shall be issued.

The designated media shall not charge fees for publishing domestic pre-qualification announcements and bidding announcements of projects that must be subject to bidding according to law.
