In 2003, summing up the pilot experience of Shenyang Construction Committee, the site meeting of the National Construction Service Hotline (123 19) was held, and the Notice on Implementing the National Construction System Service Hotline (123 19) was issued to fully implement the construction service hotline.
In 2006, after the new model of digital urban management was popularized in Dongcheng District, Beijing, the organic combination of 123 19 service hotline and digital urban management was put forward.
