In February, 2006, in the name of attracting investment, Linzhang county government designated 1 100 mu of basic farmland in three villages in Chengguan town (Wangmingzhai, Dongfangfangbiao and Xiqian Village) as industrial parks. Since April 2006, three cement roads with a length of 1.5 km from north to south and a length of more than 2 km from east to west have been built on that land.
After the incident, some farmers appealed their illegal behavior to the county court, but the court refused to accept it on the grounds that "the land issue involves social stability". The county procuratorate and the county land and resources bureau also refused to accept the appeal and appeal of this case.
After the incident, the Provincial Department of Land and Resources not only failed to correct the mistakes of Linzhang County, but exonerated it.
Things dragged on until 2007 and finally came to fruition. However, the result of this treatment makes farmers feel chilling.
Officials in Linzhang County, Hebei Province, panicked after the incident of illegally occupying 1000 mu of land was disclosed in the seventh issue of Rural Work Newsletter in 2007. A series of measures have been taken to protect themselves.

According to the land law, such a serious case has violated the criminal law, and the parties concerned should be investigated for criminal responsibility. However, the Hebei Provincial Department of Land and Resources did not pursue anyone's legal responsibility. The main responsible persons of this incident: Bao Changqing, the county magistrate, and Hu, the county party secretary, did not give any punishment. This is obviously an excuse for criminals, a cover-up and connivance for crimes, and a serious dereliction of duty. Hebei province has taken measures such as "avoiding the heavy and neglecting the heavy, and the punishment does not involve the main responsible person" to investigate and deal with 9 cases of land violations, so that the main responsible person in 9 cases can be exempted from liability. This proves that there is an interest relationship between the Hebei Provincial Department of Land and Resources and its subordinate departments. We strongly demand that the illegal acts of Hebei Provincial Department of Land and Resources be thoroughly investigated.
This so-called treatment is completely nominal and does not touch the essence of the problem:
(1): illegal buildings such as built factories and enterprises have not been demolished.
(2): Four cement roads built in the industrial park have not been demolished.
(3) The illegal contract has not been invalidated, the land is still sold by the government, and farmers still have no right to cultivate the land. Land ownership is still in the hands of the county government.
(4): illegal construction is still going on, and there is no sign of stopping.
(5): The main personnel who violated the criminal law and the land law were not dealt with. Only the minor responsible person was given a so-called "serious warning within the party" punishment, which was not recorded in the file and was a false result. This is a serious illegal act.
(6): The newly appointed county party secretary and county magistrate not only did not correct their mistakes, but also further expanded their mistakes for their own interests on the basis of the original mistakes, thus destroying this 1 100 mu of land. Therefore, we demand that the new leaders of the county party Committee be investigated for criminal responsibility.
According to the Letters and Calls Office of Linzhang County Land and Resources Bureau, in 2007, the Provincial Department of Land and Resources divided this 68.66 hectares (1029.9 mu) of basic farmland into construction land. For the first time, in April, 2007, the Provincial Department of Land and Resources issued "Ji Guo Tu Zi Han [2007] No.435", which adjusted 28.66 hectares east of Chengguan Town, west of Biaomun Village and south of Renmin Road as construction land. At this point, this piece of basic farmland that was originally occupied by illegal circles was legalized by the provincial offices in the form of illegal documents. Officials in Linzhang cheered, and the land in Linzhang was looted unprecedentedly.
Due to the violation of regulations by the provincial offices, the Linzhang county government has no fear and started crazy land destruction construction. At present, some large-scale construction sites such as county fire brigade station and textile factory have been built, and two brewery projects covering an area of 200 mu are under construction. . . . . . .
All kinds of facts show that this result is completely shielding the officials involved in Linzhang, which is a false result. It did not cause any substantial punishment to the illegal officials, nor did it constitute the slightest deterrent to the officials. On the contrary, it also encouraged Linzhang County to further destroy and sell land. We have reason to believe that behind this extraordinarily serious case, there is the support of municipal or even provincial officials, which is a typical case of collusion between officials and businessmen, otherwise no one will care. It is impossible for so many petitioners to be retaliated, which has no effect. We implore the Central Committee to thoroughly investigate this case, otherwise it will become a hidden danger of local stability, which will have a very bad influence on the image of the party and the government, seriously affect the people's trust and expectation of the government, and cause serious political losses to our party. It is the corruption in these counties that has greatly damaged the political power of our party and seriously hurt the people's trust. In the whole incident, the Hebei Provincial Department of Land and Resources played a disgraceful role, and then sheltered them after they violated the law in Linzhang County. Does the Provincial Department of Land and Resources not know that it is illegal to collect rent? Since it is illegal, why not deal with them? Why not abolish the illegal rent collection contract? Why not order them to demolish illegal buildings? Why make mistakes on the basis of your own mistakes? Pardon them and legalize their behavior?
Although the people of Linzhang have petitioned the State Textile Bureau and the Ministry of Land and Resources many times, reflecting the illegal acts of the Provincial Department of Land and Resources, the local government has been illegally detaining the textile factory because China is too big, and the relevant central departments have not paid attention to this remote case. Not to mention transferring criminals to the judicial department, which makes Linzhang's land destruction movement even crazier. The latest situation is that this 1 100 mu of land has been completely eroded. All the land has been sold by public bidding and construction has begun. County fire station, brewery, textile factory and other construction sites have already been built and put into use. There are also hundreds of acres of land in Nanxiaojiao Village and Dongyanzhai Village, which were occupied together with this 1 100 mu of land and became the property of real estate developers. From the county officials in the county to the officials in the city and then to the officials in the province, they all enjoy the rolling benefits brought by illegal land sales, and it is always our group of kings who are trapped and suppressed.
