There are two sea burial procedures:

Application before cremation: After the body of the deceased is transported to the funeral home, the family members and the funeral home sign a letter of commitment to enjoy the free funeral service for the ashes buried at sea, and after cremation, they will go to the designated office to handle the sea burial business with relevant documents such as the letter of commitment and cremation certificate;
2. Post-cremation application: Post-cremation application mainly means that after cremation is completed, it is uncertain how the deceased will be buried. After cremation, the ashes will expire, and family members will remember to hold a funeral for the deceased by sea burial. Family members who apply for sea burial after cremation need to bring relevant documents to the nearest Haisa Office for sea burial registration.
The procedure of sea burial is as follows:
1. Citizens bring their resident ID cards to the funeral service center to register or make an appointment by phone;
2. The funeral service center determines the time of sea burial according to the requirements of appointment registration, and sends a letter to inform the registered citizens of the time and place of payment (usually one week before the event);
3. After receiving the letter, the citizen shall go through the payment formalities at the designated time and place, and receive the instructions for sea burial activities;
4. Take the bus or boat to the designated place at the indicated time to conduct sea burial activities.
As a special burial method, sea burial also has some requirements and regulations. The following are some requirements that may need to be observed:
1. Observe local laws and regulations: During sea burial, observe relevant local laws and regulations and know which areas can be buried at sea;
2. Choose the right time and place: Choose the right time and place for sea burial. Usually it is best to do it in windless or drizzly weather;
3. Before the ashes are distributed, they need to be put into degradable objects, such as sea burial urns and straw bags.
4. Permits must be obtained in advance: in some countries and regions, permits need to be obtained in advance before sea burial to ensure safety and environmental protection;
5. Don't throw anything else into the water: In order to protect the environment and reduce pollution, don't throw anything else into the water. Article 8 of the Regulations of People's Republic of China (PRC) Municipality on Household Registration.
If a citizen dies, the head of the household, relatives, dependents or neighbors shall, within one month before the city is buried, declare the death registration to the household registration authority and cancel the household registration. If a citizen dies in his temporary residence, the household registration organ of the temporary residence shall notify the household registration organ of the permanent residence to cancel his household registration. If a citizen dies due to an accident or the cause of death is unknown, the head of the household and the discoverer shall immediately report to the local police station or the people's committee of a township or town.
