The "Regulations" stipulate that changing the use of houses without authorization may not only endanger the safety of the use of houses, but also often affect the normal life of neighboring residents and cause conflicts in the neighborhood. The "Regulations" prohibit the conversion of some residential buildings into business buildings such as production, catering, entertainment and bathing, so as to avoid increasing security risks and harming public interests. Changing the use of the whole building without authorization is easy to hide unsafe factors, or it may not conform to the functional orientation of regional planning and affect the integrity and coordination of urban planning. If the owner or user of the house needs to change the use of the whole house, it shall file with the district or county housing safety management department where the house is located. After filing, the owner of the house shall go to the district or county housing ownership registration institution where the house is located to handle the corresponding change registration.
Maintenance responsibility has a specific division of labor.
The "Regulations" stipulate that house owners should bear the responsibility for house repair. Where laws, regulations and rules provide otherwise or the parties agree otherwise, they shall bear the responsibility for house repair in accordance with the provisions or agreements. Because of water supply, power supply, gas supply, heating, drainage, communication, greening and other needs of direct construction on the house, it shall inform the relevant house owners and users in writing of the construction plan; If the house is damaged due to construction, it shall be repaired by the professional business unit that organizes the construction. If the appraisal does not affect the use safety of the house, it can continue to be used.
5. If the construction of pile foundation, underground buildings and structures of construction projects may affect the safety of adjacent houses in the construction area, the construction unit shall take safety protection measures. If the adjacent houses in the construction area are damaged during the construction process, the construction unit shall repair or compensate, and entrust the house safety appraisal institution to appraise the use safety of the houses. After identification, it will not affect the safety of the house before it can continue to be used.
6. For houses that have exceeded the designed service life, the owner of the house shall entrust a house safety appraisal institution for appraisal. After identification, there is no potential safety hazard before continuing to use it.
