Article 4 The State shall equip the statistical institutions of people's governments at all levels with modern information technology in a planned way, and establish and improve the national statistical information automation system. According to the needs of the work, the competent departments in the State Council have planned to equip their own departments and statistical institutions under their jurisdiction with modern information technology. Article 5 Statistical institutions and statisticians at all levels must establish a responsibility system for statistical work, establish an assessment system and a reward and punishment system, and constantly improve the quality and efficiency of their work. At the same time, independently exercise the following functions and powers according to law:
1. Power of statistical investigation-investigate and collect relevant information, hold relevant investigation meetings, and consult various original records and vouchers related to statistical data. The units and personnel under investigation must provide true information and materials, and shall not refuse to report, make false reports or conceal them;
Second, the right of statistical report-sorting out and analyzing the data and situation obtained from statistical investigation, and submitting statistical reports to higher-level leading organs and relevant departments. No unit or individual may obstruct, withhold statistical statements or tamper with statistical data;
Third, the power of statistical supervision-according to statistical investigation and statistical analysis, statistical supervision of national economic and social development, inspection of the implementation of national policies and plans, assessment of economic benefits, social benefits and work results, inspection and exposure of existing problems, inspection of false and concealed statistical data, and suggestions for improvement. The relevant departments shall promptly deal with the problems and suggestions reflected and exposed by statistical institutions and statisticians and give a reply. Article 6 Local people's governments at all levels, competent departments, enterprises and institutions shall, in accordance with the national statistical tasks and the needs of their regions, departments and units, strengthen their leadership and supervision over statistical work:
1. Lead and support statistical institutions, statisticians and other relevant personnel to implement statistical laws and regulations, complete statistical tasks accurately and timely, and strengthen the modernization of statistical work;
Second, absorb and organize statisticians to participate in meetings to discuss relevant policies and plans, study economic and social development issues, and play a statistical service and supervision role;
Three, according to the unified national deployment, organize the implementation of major national conditions and national strength survey;
Four, in accordance with the provisions of the examination and approval of the statistical investigation plan, and effectively solve the personnel and funds needed for the approved statistical investigation. Article 7 The National Bureau of Statistics and the statistical agencies of local people's governments at or above the county level are the state organs that implement and supervise the implementation of statistical laws and regulations. They are responsible for inspecting the implementation of statistical laws and regulations, safeguarding the legitimate functions and powers of statistical agencies and statisticians, and fighting against violations of statistical laws and regulations. Chapter II Statistical Investigation Plan and Statistical System Article 8 Statistical institutions and competent statistical departments of the people's governments at or above the county level shall establish statistical systems and formulate statistical investigation plans according to the following three types of situations, which shall be implemented after being approved by the examination organs in accordance with regulations.

The national statistical survey refers to the statistical survey of the basic situation of the whole country, including the survey items independently drawn up by the National Bureau of Statistics and jointly drawn up by the National Bureau of Statistics and relevant departments of the State Council. New and major investigation items in the national statistical investigation plan shall be reported to the State Council for approval by the National Bureau of Statistics; The State Council authorized the National Bureau of Statistics to examine and approve routine survey items and general survey items.
All regions, departments and units must be carried out in strict accordance with the national statistical investigation plan.
The state generally conducts a general survey of major national conditions and national strength (population, industry, agriculture, construction industry, service industry, etc.). ) once every ten years. Conduct a simple census of the population between the two censuses.
Two, departmental statistical investigation, refers to the professional statistical investigation of various departments. The departmental statistical investigation plan and its investigation scheme shall be formulated by the statistical agency of the competent department and the relevant functional agencies of the department. Among them, the investigation object belongs to the jurisdiction system of this department, which shall be examined and approved by the leaders of this department and reported to the National Bureau of Statistics or the statistical agencies of the local people's governments at the same level for the record; If the survey object is outside the jurisdiction of the department, it shall be reported to the National Bureau of Statistics or the statistical agency of the local people's government at the same level for examination and approval, and the important one shall be reported to the State Council or the local people's government at the same level for examination and approval. The division of the jurisdiction system of statistical investigation of various departments shall be put forward by the National Bureau of Statistics in consultation with the competent department of the State Council, and submitted to the State Council for approval and implementation.
3. Local statistical investigation refers to the local statistical investigation required by the local people's government. Measures for the examination and approval of local statistical investigation plans and investigation schemes shall be formulated by the statistical bureaus of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and reported to the National Bureau of Statistics for the record.
