As the carrier of the comprehensive management of construction project transactions, the Executive Committee of the Center for the Establishment of Diplomatic Relations authorizes the organization and implementation departments specifically responsible for the management of construction project transactions, and organizes relevant administrative departments such as construction application, bidding, contract review and quality supervision to work together, perform their respective duties and implement "one-stop" efficient services.
The Center for the Establishment of Diplomatic Relations has three management functions to promote the contract awarding transactions of market participants:
(1) Information collection, transmission and release function: The Foreign Relations Center has an engineering construction contract trading hall, equipped with a computer-controlled large-screen display and a multimedia touch inquiry screen. Both construction contractors can obtain information such as project preparation, construction scheme, project application, bidding, building materials price, etc. through the screen display of the diplomatic center, and the general contractor can communicate the supply and demand channels of construction services through the group call network of the diplomatic center to meet the supply and demand demand of construction services.
(II) Intermediary consulting service function: The Foreign Relations Center has consulting service function, providing market participants with consulting on urban construction management policies and regulations, infrastructure procedures, undertaking guidelines, etc., inquiring about enterprise qualifications, recommending enterprise performance, preparing budget tenders, organizing training and other construction business services.
(III) Management functions of contract awarding and contracting transactions: In order to enhance the transparency of contract awarding and contracting transactions in engineering construction, the relevant management departments of the diplomatic center, such as project construction declaration, bidding, contract review and quality supervision, are stationed in the diplomatic center for joint work, and all construction management procedures, from the acquisition of engineering construction information to the approval and issuance of construction permits, can be carried out in the diplomatic center. In order to strengthen the comprehensive management of the city's construction market and implement the effective supervision of the government's construction administrative departments on project contracting and trading activities, the Diplomatic Center will strictly manage according to the provisions of the Interim Measures for the Administration of Project Trading in Tianjin, requiring all construction projects above designated size within the administrative area of this Municipality to be subject to competitive bidding and select the best construction enterprises; Any project that fails to go through the construction management procedures in the Diplomatic Center will be regarded as an illegal project and will be severely punished according to the Regulations of Tianjin Municipality on the Administration of Construction Market.
