Office of the Leading Group for the Introduction of Foreign Intelligence by the Ministry of Science and Technology
The leading group for introducing foreign intelligence of the Ministry of Science and Technology was established in July, 1986, and is responsible for formulating and implementing the policies and plans for introducing intelligence of the Ministry of Science and Technology. Under the leading group, there is a talent introduction office, which undertakes the daily work of talent introduction by the Ministry of Science and Technology, including project application, project establishment, review and approval. Since the establishment of China Science and Technology Exchange Center 1982, introducing talents has been one of the main businesses of the center. Over the past two decades, the center has introduced more than 4,500 scientific and technological experts from more than 30 countries and regions, including the United States, Germany, France, Russia and Japan, including more than 3,000 Japanese experts. The daily work of the office also includes the management of overseas training programs of the Ministry of Science and Technology. As an authorized unit of the State Administration of Foreign Experts Affairs, since its establishment, the exchange center has organized and implemented more than 250 overseas training programs of the Ministry of Science and Technology, with more than 4,600 person-times, and the training places are spread all over more than 20 countries and regions in Europe, America and Asia. Under the leadership of the Ministry of Science and Technology and the guidance and support of the State Administration of Foreign Experts Affairs, the exchange center has trained a large number of management and technical backbones for the national science and technology management departments, scientific research institutions and enterprises by organizing overseas training programs, which has played a great role in deepening the reform of the scientific and technological system, promoting scientific and technological progress, and promoting exchanges and cooperation between Chinese and foreign scientific and technological and business people.
As the window of planning intelligence introduction for major international cooperation projects of the Ministry of Science and Technology, the Office of Planning Intelligence Introduction is willing to provide enthusiastic and professional services to relevant units and personnel within its business scope.
China-Europe Science and Technology Cooperation Promotion Office
The Agreement on Science and Technology Cooperation between People's Republic of China (PRC) and Europe was signed in 19981February. According to the agreement, the EU's science and technology framework plan is officially opened to China, and China can participate in the plan. China's national high-tech research and development plan ("863" plan) and national key basic research and development plan ("973" plan) are also open to the EU. The agreement provides a rare opportunity and a new channel for promoting China-EU scientific and technological cooperation. In order to implement the China-EU science and technology agreement and help China institutions and scholars to participate in the EU science and technology framework plan, the Ministry of Science and Technology decided to establish the China? D EU Office for the Promotion of Scientific and Technical Cooperation ". The office was officially listed in June, 20001year.
The Office is a non-profit organization that provides consulting services and guidance for scientific research institutions, universities, enterprises and scholars in China to participate in the EU Science and Technology Framework Plan. Under the supervision and operational guidance of the International Science and Technology Cooperation Department of the Ministry of Science and Technology, and with the strong support of the European Union Research Department and the delegation in China, this institution belongs to the China Science and Technology Exchange Center of the Ministry of Science and Technology.
Work tasks:
Tracking, understanding and studying the contents and development of EU science and technology policies and framework plans;
Publicize and introduce relevant information on China-EU science and technology cooperation policies, EU science and technology plans and China-EU cooperation projects to the scientific and technological circles and industries in a timely manner through the Internet, publications and conferences;
Understand and study the technical know-how of EU member States and candidate member States in participating in EU science and technology framework plans and project applications, and establish long-term cooperative partnerships with relevant organizations of EU member States and candidate member States;
Actively assist scientific research institutions, universities, enterprises and scientific and technological personnel in China to find European partners;
To provide advice and guidance to domestic units and personnel applying for EU framework projects;
Entrusted by the Department of International Cooperation of the Ministry of Science and Technology, undertake the organization and reception of China-EU conferences and related delegations in the field of scientific and technological cooperation;
Understand and introduce China's "863 Plan" and "973 Plan" and provide consulting services for European partners;
Maintain regular contact with the EU mission in China.
Establish a database of scientists and research institutions in China, so as to exchange information in a timely manner, and issue a tender announcement for EU projects.
Keep in touch with the sixth framework planning offices of EU member states and candidate member states.
China-Japan technical cooperation affairs center
Entrusted by the Ministry of Science and Technology, China Science and Technology Exchange Center is responsible for the daily project management of JICA channel technical cooperation between China and Japan in the name of China-Japan Technical Cooperation Center.
Sino-Japanese JICA channel technical cooperation began at 1979, which originated from Japan's technical assistance to developing countries and was a part of Japanese government's official development assistance (ODA). Because Japan's executing agency is the Japan International Cooperation Agency (JICA), it is called JICA channel technical cooperation. The State Council authorized the Ministry of Science and Technology to centrally manage this channel.
JICA channel technical cooperation between Chinese and Japanese governments has played a unique role in Sino-Japanese economic and technological cooperation and scientific and technological cooperation because of its strong applicability, various forms, combination of software and hardware, relatively stable scale and channels and wide benefits. JICA channel technical cooperation, together with Japanese yen loan and free capital cooperation, has become one of the three major contents of Sino-Japanese economic and technological cooperation; JICA channel technical cooperation, together with the intergovernmental scientific research cooperation plan under the framework of the China-Japan Joint Commission on Science and Technology and various forms of non-governmental scientific and technological exchanges and cooperation activities, constitutes one of the three important components of Sino-Japanese scientific and technological cooperation. The main forms of JICA channel technical cooperation between China and Japan include special technical cooperation, development and inspection, personnel exchange and training, and accepting experts. Cooperation and exchange mainly focus on applied technology, covering agriculture, water conservancy, environment, energy, transportation, medical and health care, technical management and other fields.
Over the past 20 years, with the joint efforts of relevant departments of China and Japan, JICA channel technical cooperation has achieved fruitful results. At present, a multi-form and wide-ranging cooperation and exchange pattern has been formed. Through JICA channel cooperation, many advanced Japanese practical technologies and technologies have been introduced, a number of practical projects have been implemented in China, and a number of high-level practical technology research institutions and practical technology promotion institutions have been established and expanded with Japanese technology and funds, which has played a bridge role in the wider development of Sino-Japanese scientific and technological cooperation, strengthened exchanges and cooperation between relevant departments and localities, expanded exchanges between Chinese and Japanese personnel, and created a good environment for Sino-Japanese economic and trade cooperation. This cooperation has become an important part of the friendly and cooperative relations between the two countries, and has played a positive role in China's economic construction and reform and opening up.
As the centralized management department of JICA channel technical cooperation between China and Japan, the Ministry of Science and Technology attaches great importance to this. In order to strengthen the strength of the Ministry of Science and Technology in this work, the Department of International Cooperation of the Ministry of Science and Technology officially handed over the daily affairs management function of JICA channel technical cooperation between China and Japan to China Science and Technology Exchange Center in September 20001,and set up JICA project office in the center. In order to give full play to the coordination and management ability of JICA channel technical cooperation, with the approval of the Ministry of Science and Technology and the Central Committee, China Science and Technology Exchange Center added the brand of "Sino-Japanese Technical Cooperation Affairs Center" in June 2003, which further clarified the functions of the center in JICA channel technical cooperation between China and Japan and provided more sufficient conditions for developing JICA channel technical cooperation.
The main functions of the center are: under the guidance of the International Cooperation Department of the Ministry of Science and Technology, it is responsible for the daily management and daily work of JICA channel technical cooperation projects between China and Japan, including: daily contact, coordination, management and related daily work of JICA channel technical cooperation projects; Counterpart contact with JICA office in China; Daily business contact with ministries, local science and technology departments (bureaus) and project implementation units; Assist the International Cooperation Department of the Ministry of Science and Technology in accepting and reviewing projects; Carry out project evaluation and investigation, and put forward relevant suggestions to the International Cooperation Department of the Ministry of Science and Technology; Other tasks related to JICA channel technical cooperation assigned by the International Cooperation Department of the Ministry of Science and Technology.
Since its establishment, the China-Japan Technical Cooperation Center, under the guidance of the International Cooperation Department of the Ministry of Science and Technology, has done a lot of work in project declaration, daily management and coordination, project inspection and follow-up management, inviting experts, sending trainees to Japan, and business contact with the China Office of the Japan International Cooperation Agency, which has effectively ensured the smooth progress of the project. At the same time, the center closely follows the national policy situation and the actual needs of various regions, and strives to strive for more suitable technical cooperation channels for relevant domestic units in combination with the changes in Japan's economic and technological cooperation policy with China. These works are helpful to further strengthen the management and coordination of JICA channel technical cooperation between China and Japan by the Ministry of Science and Technology, and promote the development of JICA channel technical cooperation.
Under the leadership of the International Cooperation Department of the Ministry of Science and Technology and the Center, the China-Japan Technical Cooperation Center has a project office, which is specifically responsible for the daily project management of technical cooperation in JICA channels between China and Japan.

Shanghai Training Center of the Ministry of Science and Technology is the only full-time training institution under the Ministry of Science and Technology, located in Zhangjiang Hi-tech Park, Pudong, Shanghai.
