Planning, construction, public security and other relevant administrative departments shall, in accordance with their respective responsibilities, coordinate the implementation of these Provisions. Article 4 Radio and television facilities are public facilities. City, county (city, district) people's governments shall incorporate the construction of radio and television facilities into the national economic and social development plan, and promote the development of radio and television. Article 5 The competent department of radio and television shall, jointly with the relevant administrative departments of planning and construction, formulate a radio and television development plan, which shall be incorporated into the overall planning of urban and rural construction by the competent administrative department of urban and rural planning after being approved in accordance with relevant regulations.
The competent department of radio and television shall, according to the development plan of radio and television, organize the preparation of professional planning for the construction of radio and television facilities, and report it to the competent department of urban and rural planning administration for the record after approval. Article 6 The administrative unit of radio and television facilities shall, in accordance with the relevant laws, regulations and technical specifications, set up protection signs around the radio and television facilities, indicating the protection requirements, and determine the protection scope of important radio and television facilities such as computer rooms and base stations according to law, and report them together with the protection requirements to the administrative department of urban and rural planning for the record.
The competent department of urban and rural planning administration shall solicit the opinions of the competent department of radio and television when planning a construction project that may affect the safety or efficiency of radio and television facilities within the scope of approval and protection. Article 7 The construction of radio and television facilities shall conform to the professional planning and technical specifications of radio and television facilities construction.
Where radio and television lines are parallel to or cross with power and communication lines, the units that newly set up lines shall negotiate with the units that have existing lines in advance, implement them in accordance with the technical specifications stipulated by the state, and take safety protection measures. Eighth new construction and expansion of urban roads, the construction unit shall reserve radio and television channels in accordance with the planning requirements.
For newly-built residential quarters, office buildings, commercial and residential buildings and other buildings, the construction unit shall, in accordance with the planning requirements and the standards for the construction of radio and television facilities, build supporting radio and television pipelines and equipment houses. Radio and television pipelines and equipment houses should be included in the acceptance scope of construction projects.
Other radio and television transmitting, receiving and transmission facilities shall be built by the radio and television facilities management unit. Article 9 If it is really necessary to move or dismantle cable radio and television transmitting, receiving and transmission facilities due to engineering construction, the construction unit shall report to the competent radio and television department in advance and reach an agreement with the radio and television facilities management unit on matters related to dismantling and construction before implementation. Demolition and construction costs shall be borne by the construction unit. Article 10 Where residential quarters, office buildings, commercial and residential buildings and other buildings that have been built before the implementation of these Provisions fail to build supporting radio and television facilities in accordance with the planning and design requirements and apply for access to radio and television signals, the construction unit shall carry out rectification, and the expenses shall be borne by the construction unit.
Before the implementation of these Provisions, if the relevant radio and television facilities are not built due to no planning and design requirements, and the application for access to radio and television signals is made, the construction scheme shall be determined by the radio and television facilities management unit through consultation. Eleventh radio and television facilities management units engaged in radio and television facilities construction, maintenance or provide services to users and other activities, the relevant units and individuals should support and cooperate. Twelfth prohibit the following acts that endanger the safety of radio and television facilities and damage their efficiency:
(a) destruction, theft, damage to radio and television facilities;
(two) unauthorized removal of radio and television facilities or damage, cover, alter the protection signs of facilities;
(3) connecting listening and watching equipment on radio and television transmission lines without authorization, and transmitting or intercepting radio and television signals;
(4) Inserting illegal programs and signals into radio and television facilities;
(five) burning, blasting, digging holes, taking soil, dumping garbage, slag and corrosive substances within the scope of protection of radio and television facilities without authorization;
(six) other illegal acts that endanger the safety of radio and television facilities or damage their use efficiency. Thirteenth cable TV viewing to implement paid services. The management unit of radio and television facilities shall charge users maintenance and viewing fees and other related expenses according to the standards approved by the price department. Users should pay maintenance fees on time.
The maintenance and viewing fees and other related fees collected by the radio and television facilities management unit shall be used for radio and television undertakings, and no unit or individual may occupy or misappropriate them. Fourteenth in the effective coverage of radio and television network signals, users apply for installation procedures and pay maintenance fees, radio and television facilities management unit shall connect the signal within ten days.
Due to the responsibility of the radio and television facilities management unit, if the signal is not connected within the time limit, if it is overdue for one to five days, the user will be refunded a one-month maintenance subscription fee; If it is overdue for more than five days, it will be refunded for one month every five days. Fifteenth radio and television facilities management units should maintain radio and television facilities, provide users with consulting, maintenance and other viewing services, and inform the safety regulations.
The radio and television facilities management unit shall set up a fault complaint acceptance institution, and after receiving the fault complaint, it shall handle it in time, and the general fault shall be eliminated within twenty-four hours; If it cannot be repaired in time due to disasters or serious faults, it shall inform the reasons.
