Article 9

In any of the following circumstances, registration shall not be handled:

(1) The certificates and vouchers submitted by the motor vehicle owner are invalid;

(2) The certificate of origin of the motor vehicle has been altered or the owner of the motor vehicle recorded in the certificate of origin of the motor vehicle is inconsistent with the identity certificate;

(three) the certificates and vouchers submitted by the owner of the motor vehicle are inconsistent with the motor vehicle;

(four) motor vehicles produced without the permission of the competent department of motor vehicle products in the State Council or imported without the permission of the competent department of motor vehicle import in the country;

(five) the technical data related to motor vehicles are inconsistent with the data published by the competent department of motor vehicle products in the State Council;

(six) the model, engine number, vehicle identification code or related technical data of the motor vehicle do not meet the national safety technical standards;

(seven) the motor vehicle has reached the compulsory scrapping standard stipulated by the state;

(eight) the motor vehicle is sealed up or detained by the people's court, the people's procuratorate and the administrative law enforcement department according to law;

(9) The motor vehicle is stolen or robbed;

(ten) other circumstances that do not conform to the provisions of laws and administrative regulations.
