E-government performance evaluation refers to an objective, fair and accurate comprehensive evaluation of the performance and effectiveness of e-government construction process in a certain period by using qualitative and quantitative analysis methods according to the index system formulated according to the spirit of relevant national, provincial and municipal documents.
At the macro level, the goal of e-government is to improve the party's ruling ability and the government's administrative ability, and realize the sharing and joint application of information resources among party committees, people's congresses, governments, CPPCC, courts and procuratorates, so as to serve the whole society. However, in the management system, there is a lack of strong leadership and execution across large systems and departments, and an effective coordination and guidance mechanism. Although the state has made timely and correct decisions, it is difficult to complete some tasks as stipulated in document 2002 17 because of unclear management responsibilities and inadequate organizational guarantee.
At the micro level, the executive department of e-government construction and management has not established a responsibility system so far, and no one bears legal responsibility for the failed information system. On the one hand, the investment scale of e-government construction is increasing, the application system is becoming more and more complex, and the challenges faced by construction and management are becoming more and more severe; On the other hand, the government IT department is increasingly marginalized, the construction management is multi-headed, the expert argumentation is formalized, and the consequences of no one taking legal responsibility are more obvious. For example, the "luxury e-government" without administrative costs is getting worse and worse, and there is even the danger of becoming a disguised "welfare"; Cross-departmental information resources integration and application system construction are difficult.
