Our city strives to achieve 70% green building area in new urban buildings by 2022, and the proportion of newly-started prefabricated buildings in the city is not less than 20%.

The eight special tasks to be implemented are-

Comprehensively promote the greening of new buildings. Our city will incorporate the basic requirements of green buildings into the local mandatory standards for engineering construction; The newly-built public buildings or large-scale public buildings with a construction area of 20,000 square meters or more invested by the government in the central city of the metropolitan area of the main city should at least meet the standard of two-star green buildings, and be extended to the whole metropolitan area of the main city in due course.

Improve the level of building energy utilization. Our city will promote the pilot demonstration of passive ultra-low energy consumption buildings or near-zero energy consumption buildings, accelerate the construction of centralized energy supply projects in Yuelai Eco-city and Xiantao Data Valley, promote the preliminary research work in Yangguangdao and Jiulong Peninsula, and promote the deep composite application of renewable energy according to local conditions.

Improve the health performance of buildings. Our city will organize the research on the optimization of outdoor microclimate design in green ecological residential quarters, and promote the application of green health technologies such as heat insulation, ventilation, dehumidification, lighting and sound insulation.

Vigorously promote prefabricated buildings. The construction projects led by the municipal government investment will all adopt prefabricated buildings; Our city will take prefabricated buildings as the carrier to promote the integrated development of intelligent buildings and intelligent manufacturing.

Increase the application of green building materials. Our city will strictly require the city's civil construction projects to implement the green building materials proportion accounting system. The proportion of high-star green building materials used in star-rated green buildings and green ecological residential quarters is not less than 60%, and the proportion of green building materials used in other civil construction projects is not less than 60%.

Strengthen technology research and development and promotion. Our city will incorporate green buildings, prefabricated buildings and intelligent buildings into municipal science and technology projects to give key support and support key technology research; Support modern scientific research units in the construction industry to declare new high-end research and development institutions at the municipal level.

Implement the supervision mechanism for green residential users. The city will promote the "Guidelines for Housing Inspection of Green Residential Buyers" formulated by the Ministry of Housing and Urban-Rural Development to guide green residential development and construction units to cooperate with buyers to do a good job in housing inspection; The relevant indicators of residential green performance and fully decorated quality will be incorporated into the commercial housing sales contract, residential quality guarantee and residential instruction manual in time, and the quality warranty responsibility and dispute handling methods will be clarified.

The "Implementation Plan" also requires that financial institutions be guided to give consumers who buy green houses appropriate preferential interest rates for home purchase loans by exploring innovative green building logo financing products, green building performance insurance, and green housing mortgage loans, so as to guide consumers to buy green houses.
