Measures for the administration of environmental protection archives

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Archives Law of People's Republic of China (PRC) and its implementation measures for strengthening the management of environmental protection archives and developing and utilizing environmental protection archives information resources. Article 2 Environmental protection archives refer to historical records in various forms and carriers, such as words, charts, audio and video, which are directly formed by environmental protection administrative departments at all levels and their directly affiliated units (hereinafter referred to as "environmental protection departments") and are of preservation value to the country and society. Article 3 The work of environmental protection archives shall be under unified leadership and managed at different levels. The environmental protection department at or above the county level shall incorporate environmental protection archives into the development plan and annual plan, and guarantee the archives business funds. Article 4 The purchase funds of instruments, equipment and accessories required for the construction of environmental protection archives (rooms) and the management of environmental protection archives shall be solved from the corresponding capital channels in accordance with relevant regulations, and the insufficient part shall be charged to 20% of the environmental protection subsidy funds. Fifth environmental protection departments at or above the county level shall strengthen the comprehensive management of environmental protection files of different categories and different carriers, establish and improve the file management system, and ensure the safe and effective use of environmental protection files.

Environmental protection departments at all levels should adopt advanced technology to gradually realize the modernization of environmental protection archives management. Chapter II Archives Management Institutions and Their Responsibilities Article 6 Environmental protection archives work shall be carried out under the "overall planning, organization and coordination, unified system, supervision and guidance" of the national archives administration department. The competent administrative department of environmental protection of the State Council shall supervise and manage the national environmental protection archives work.

The local environmental protection administrative department at or above the county level shall supervise and manage the environmental protection archives work within its jurisdiction, and accept the supervision, guidance and inspection of the superior environmental protection administrative department and the archives administrative department at the same level in business. Article 7 The competent administrative department of environmental protection at or above the provincial level shall, according to the actual situation, set up an environmental protection archives management institution, and be equipped with full-time archives staff; The administrative department of environmental protection at the county level shall set up a comprehensive archives room, equipped with full-time or part-time archivists;

Units directly under the competent administrative department of environmental protection at all levels shall, according to the actual situation, set up environmental protection archives management institutions, equipped with full-time or part-time archives staff. Eighth archives management institutions of environmental protection departments shall perform the following duties:

(a) to implement the national archives work guidelines, policies and regulations, combined with the actual situation of the department, the development of archives management system;

(two) to guide the formation, accumulation, sorting and filing of documents and materials of various functional institutions of this department, and to centrally manage all files of this department;

(three) to conduct business guidance, supervision and inspection of the archives work of the subordinate units of this department, and organize environmental protection archives business training;

(four) to organize the development of archival information resources and do a good job in the service of archives utilization.

(five) to participate in the acceptance of important scientific research achievements, project completion and unpacking of equipment and instruments. Chapter III Archivists and Their Duties Article 9 Archivists (including part-time personnel mainly engaged in archival work) must adhere to the Four Cardinal Principles and strictly abide by the laws and regulations of the Party and the state. Archivists should be loyal to their duties, love archival undertakings, study their business assiduously, and have high scientific culture and professional knowledge. Article 10 The evaluation, promotion and assessment of professional ability of archivists shall be carried out in accordance with the relevant provisions of the state and enjoy the same treatment as professionals.

Environmental protection departments at all levels should maintain the relative stability of archivists. Eleventh archivists shall perform the following duties:

(a) to implement the principles, policies, regulations and relevant systems of archival work;

(two) to urge, guide and assist archivists and professional and technical personnel to do a good job in the formation, accumulation, sorting and archiving of documents and materials;

(three) to check whether the reward documents for the acceptance of scientific and technological projects or the application results are complete, accurate and systematic;

(four) responsible for the collection, sorting, storage, identification and statistics of the archives of the unit, and familiar with the archives kept;

(five) to carry out the development and utilization of archives, and to consult and adjust archives quickly and accurately;

(six) abide by the state secrecy system, and shall not cause damage, loss or disclosure of files; Do not provide or copy documents without authorization to ensure the confidentiality and safety of environmental protection files. Chapter iv formation and filing of documents and materials article 12 the departments and personnel handling documents and materials shall be responsible for the formation, accumulation, sorting and filing of environmental protection documents and materials. Thirteenth environmental protection archives work to implement the "four synchronization" management, that is, environmental protection tasks and environmental protection documents and materials formation, accumulation, sorting and archiving requirements issued simultaneously; Check the progress of environmental protection work, and check the formation, accumulation, sorting and filing of environmental protection documents; The appraisal and acceptance of environmental protection scientific and technological achievements and the appraisal and acceptance of environmental protection scientific and technological documents and materials are carried out simultaneously; Declare, register, review and reward the scientific and technological achievements of environmental protection and the certification materials issued by the archives management institution.
