1. Construction engineering cost consulting service fee refers to the fees charged by engineering cost consulting enterprises for accepting social entrustment, engaging in investment estimation of construction project proposal and feasibility study, preparation and review of construction project budget, determination of construction project contract price (including preparation and review of bidding project bill of quantities and bidding control price, bidding quotation), preparation and review of project settlement and completion settlement (final accounts) report, determination of economic disputes of project cost, and provision of project cost information.
Two, the project cost consulting service charges to implement government guidance price and market adjustment price in two forms of price management. The service items subject to government-guided price management refer to the Benchmark Charging Standard for Construction Engineering Cost Consulting Services in Zhejiang Province (see Annex 1), and other service items are subject to market-adjusted prices. The cost consulting service charges under the government-guided price management are calculated by the differential fixed rate and step-by-step progressive method, and the benchmark charging standard is implemented according to Annex 1. The specific charging standard shall be determined through consultation between the engineering cost consulting enterprise and the entrusting party according to the specific conditions of the project and on the basis of the benchmark charging standard, in accordance with the principle that the floating range is not more than 20% and the floating range is not lower than the operating cost. Refer to Annex 2 for the related services of construction project cost consultation.
Third, actively promote the method of charging according to service time. The guiding standard of working day charging for engineering cost consulting service is formulated and published by the provincial construction engineering cost management station and reported to the provincial price bureau for the record.
Four, the project cost consulting service should follow the principle of "voluntary compensation, paid by the client". It is strictly forbidden for any unit or department to designate an engineering cost consulting enterprise or an institution without engineering cost consulting qualification certificate to undertake business for the client and collect fees. Engineering cost consulting enterprises shall abide by national laws, regulations and industrial codes of conduct, sign consulting service contracts with the entrusting party in accordance with the Construction Engineering Cost Consulting Contract (Model Text), specify the service contents, charging standards and payment methods, and provide services with quality and price in strict accordance with business operation procedures.
Five, the project cost consulting service charges should be clearly marked, the cost consulting service institutions should be marked in the eye-catching position of their business premises and payment places, such as service items, charging methods, charging standards, etc., and consciously accept the supervision of the client and all sectors of society, and shall not set up arbitrary charging items other than the marked price without authorization.
VI. This Notice shall be implemented as of April 1 day, 2009. The former Provincial Price Bureau's Notice on Printing and Distributing the Management Measures for Construction Engineering Cost Consulting Services in Zhejiang Province (Zhejiang Price Service [20065438+0] No.262) and the Notice on the Audit Charge Standard of Construction Engineering Budget and Settlement (Zhejiang Price Service [20065438+0] No.285) shall be abolished at the same time.
