Chapter I General Provisions

Article 1 In order to ensure the smooth enrollment of undergraduate and preparatory courses of Minzu University of China, standardize the enrollment behavior, improve the quality of students, and safeguard the legitimate rights and interests of candidates, these Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC), the Articles of Association of Minzu University of China and the relevant provisions of the Ministry of Education, combined with the specific conditions of our school.

Article 2 The Central University for Nationalities is affiliated to the State Ethnic Affairs Commission of the People's Republic of China (hereinafter referred to as "the State Ethnic Affairs Commission"). It is a comprehensive key university (full-time public) built by the national "2 1 1 Project", "985 Project" and "Double-Class" A Project. Article 3 Those who meet the graduation requirements of this major within the specified time shall be awarded the undergraduate diploma of the Central University for Nationalities; In line with the relevant provisions of the school's degree granting, the bachelor's degree certificate will be awarded to undergraduate graduates of ordinary higher education.

Article 4 The school enrollment work follows the principles of "open procedures, fair competition, fair selection, comprehensive assessment of morality, intelligence, physique, beauty and labor, comprehensive evaluation and merit-based admission".

Article 5 Schools recruit candidates from all ethnic groups for the whole country.

Chapter II Organizational Structure

Article 6 The organization of undergraduate enrollment in schools consists of the leading group for enrollment, the undergraduate enrollment committee and the enrollment office. The leading group of enrollment work is the highest decision-making body, which leads the undergraduate enrollment work of the school in a unified way; The Undergraduate Admissions Committee is an advisory body, which is responsible for providing decision-making consultation for the leading group of enrollment work and guiding the relevant functional departments of the school to carry out undergraduate enrollment work; The admissions office is the executing agency.

Seventh school admissions office as a permanent working body, responsible for the daily work of undergraduate and preparatory enrollment. Its duties are:

1. Strictly implement the policies of the Ministry of Education on enrollment and the supplementary provisions and implementation rules of the enrollment committees of all provinces (autonomous regions and municipalities directly under the Central Government);

2. According to the annual enrollment plan and relevant regulations issued by the Ministry of Education, prepare enrollment source plans by province and specialty, and formulate school enrollment regulations;

3. Carry out enrollment publicity and consulting services, and introduce our school's situation and enrollment policy to candidates and parents;

4. Complete the enrollment work objectively and fairly, and be responsible for coordinating and handling various problems encountered in the enrollment work;

5. Fulfill the corresponding responsibilities of college enrollment information disclosure;

6. Cooperate with the relevant departments of the school to review the admitted freshmen;

7. Complete other tasks assigned by the education authorities and schools.

Eighth school enrollment work is supervised by the supervision department.

Chapter III Enrollment Plan and Application Conditions

Article 9 A school shall, in accordance with the relevant regulations and procedures of the Ministry of Education, make overall consideration of the population of ethnic minorities in all provinces (autonomous regions and municipalities directly under the Central Government), the number of candidates, the quality of students and the coordinated regional development, and make the enrollment plan for the current year scientifically and reasonably according to provinces and majors, combined with the overall development plan of school disciplines, the reform of personnel training, the employment situation of graduates and the plans for adjusting the enrollment professional structure and regional structure of all provinces (autonomous regions and municipalities directly under the Central Government) over the years, and report it.

In 2020, the school plans to recruit 2,880 undergraduates, including preparatory students 186 (including Xinjiang Cooperation Plan 3 1 person). It covers 38 professional categories and majors such as literature, history, philosophy, economics, management, law, science, engineering, teaching, arts and medicine 1 1. The enrollment plan will continue to be tilted towards ethnic minority areas, the provinces where Wuling Mountain is located, and the provinces with more ethnic minority candidates. Article 10 "Strong Foundation Plan" enrolls 30 students, and the major enrollment majors are China minority languages and literature (direction of ancient philology), history and philosophy, and each major enrolls 10 students. Candidates applying for the college entrance examination must reach the minimum control score of a batch of undergraduate admission in the province where they are located (the provinces that merge the admission batches refer to the corresponding scores determined by the provinces separately), and each candidate is limited to one major, among which: the major of China minority languages and literature (the direction of China ancient philology) requires candidates to master a Chinese minority language (Mongolian, Tibetan and Korean only).

Non-college entrance examination reform province literature and history candidates can apply for the above majors; In the reform of college entrance examination, the subject of history major in the province is history, and candidates must take this subject before they can apply for the exam.

Eleventh schools set aside a small number of undergraduate programs, not exceeding 0% of the total number of projects approved by the Ministry of Education and the State Ethnic Affairs Commission. The reservation plan is mainly used to adjust the imbalance of candidates' students, ethnic proportion and ethnic students with small population in the unified examination of various provinces and regions.

Twelfth in the admission, the original and new students are treated equally, and there is no limit to the proportion of men and women.

Thirteenth majors are not limited to the language of examination, but the foreign language of the school is English, which requires candidates to have a good English foundation.

Fourteenth foreign languages, Chinese international education and other majors require candidates to speak clearly and listen sensitively. To apply for a foreign language major, you must pass the oral test (except for provinces that do not hold oral tests).

Fifteenth candidates' physical health standards shall be implemented in accordance with the "Guiding Opinions on Physical Examination Standards for Enrollment of Ordinary Colleges and Universities" jointly issued by the Ministry of Education and relevant departments and relevant supplementary provisions.

Sixteenth candidates who use minority languages to apply for the national common language teaching major are required to have foreign language scores and Chinese subject scores proposed by the Ministry of Education, and Chinese scores must reach a qualified level; If you get 50% marks in Chinese in the college entrance examination and 50% marks in minority languages, the Chinese must also reach the qualified level.

Chapter IV Access Rules

Eighteenth schools according to the provinces (autonomous regions and municipalities directly under the central government) to determine the proportion of files, according to the batch of parallel volunteer files, the proportion of files in principle controlled within 105%; For batches that are not filed according to parallel volunteer, the file transfer ratio shall be controlled within 120%. Candidates who enter the shift line in batches filed in parallel volunteer are subject to professional adjustment, physical examination is not limited, and they do not retreat; Minority candidates who file in batches in non-parallel volunteer and enter the shift line will be admitted to the school by using the reserved plan as appropriate.

Article 19 parallel volunteer collects voluntary admission for this batch of unfinished plans. In the batch of non-parallel volunteer projects, the school will give priority to the first-choice candidates, and when the plan is not completed, students who are not the first choice and subject to professional adjustment will be admitted.

Twentieth "strong foundation plan" admission is based on the enrollment plan of the relevant provinces, combined with the professional volunteers reported by the candidates, and the admission list is determined according to the comprehensive scores from high to low. In the case of the same comprehensive scores, they are ranked from high to low according to school test scores, college entrance examination scores, comprehensive literature (the provinces that reformed the college entrance examination do not compare this score), Chinese, mathematics and foreign languages. Those who fail the physical fitness test will not be admitted.

Conversion method of comprehensive score: comprehensive score = test score × 15%+ college entrance examination score/total college entrance examination score × 100×85%, rounded to two decimal places.

Candidates who are admitted to the "Strong Foundation Program" cannot change their major after entering the school. If the stage assessment needs to be diverted, it can be transferred to the ordinary class of the same subject.

Twenty-first candidates are admitted according to the "score priority" method, that is, they line up according to the total score of the file, and they are selected according to the order of candidates' professional volunteers. There is no professional grade difference. Ethnic minorities are given priority in admission under the condition of the same score, and those with high scores in professional related subjects are given priority. Among them, literature and history candidates compare Chinese, mathematics, foreign languages and comprehensive literature in turn, while science and engineering candidates compare mathematics, Chinese, foreign languages and comprehensive science in turn. When the candidate's professional volunteer can't be satisfied, if he is transferred by a major, he will be transferred to other majors according to the candidate's grades. Those who do not obey the professional adjustment shall be dismissed.

Twenty-second candidates from Inner Mongolia Autonomous Region shall be admitted by "voluntary sorting".

Candidates in Jiangsu province require that the academic level of elective subjects reach Grade B or above. After entering the file, the selection is made according to the principle of scoring first and grading later.

Candidates who enter the province of college entrance examination reform are admitted according to the total score. Under the same scores and ethnic conditions, they are admitted according to the principle of sorting by province.

Twenty-third schools admit majors in principle, and recognize the policies of the provincial education commission or the high school admissions office on increasing/decreasing scores and giving priority to admission. According to the relevant documents of the Ministry of Education, if the same candidate meets multiple conditions for extra points, only the highest score will be taken; The maximum addition and subtraction points shall not exceed 20 points.

Twenty-fourth on the admission of China minority languages and literature professional direction:

The major of Chinese minority languages and literature (Korean, Mongolian, Uygur, Kazakh, Tibetan) only recruits candidates who use the corresponding minority languages in the college entrance examination. At the same time, they are required to have Chinese subject scores stipulated by the Ministry of Education, and their Chinese scores must reach a qualified level. Candidates take part in the national common language proficiency test organized by the school after entering school, and implement graded teaching according to their grades.

The major of China minority languages and literature (linguistics/national literature) is held in Guizhou, Yunnan and Guangxi provinces (autonomous regions), and a special plan is put forward in advance to queue up and select qualified candidates for minority languages and literature examinations according to the scores of the college entrance examination; Sichuan Yi language enrolls Yi language test demonstration candidates, with separate plans. Candidates who have been admitted to this major may not apply for a major change after entering the school.

Twenty-fifth national experimental classes of law, journalism, information and computing science, computer science and technology only recruit candidates with basic knowledge of minority languages (Xinjiang Uygur Autonomous Region recruits single-subject candidates).

Twenty-sixth environmental science major (Chinese-foreign cooperative education) only recruits candidates who have applied for this major, and may not apply for changing majors after entering the school. Approved by the Ministry of Education, this major is a higher education undergraduate training program jointly organized by the Central University for Nationalities and the National University of Cork in Ireland. The training mode is "2+ 1+ 1", that is, I studied in the Central University for Nationalities in the first two years and the last year, and in the third year I studied in the National University of Cork, Ireland.

When you graduate, you must complete all the credits stipulated in the training plan jointly formulated by China and Ireland, and all the grades are qualified, meeting the graduation requirements stipulated by the school and meeting the conditions for conferring degrees by both parties. Awarded the diploma of the Central University for Nationalities, awarded the Bachelor of Science degree of the Central University for Nationalities and the Bachelor of Science degree of the National University of Cork, Ireland.

Twenty-seventh "non-Tibetan students oriented employment in Tibet" enrollment plan is a national mandatory plan, and candidates in the planned provinces can voluntarily fill in it. At the time of admission, the school only chooses outstanding candidates who have filled in Tibet's directional employment professional volunteers and scored no less than 40 points in the local score of the school. Candidates who are admitted to Tibet's directional employment major must sign a directional employment agreement with the school and the Tibet personnel department at the time of admission. Students who refuse to sign the agreement will be disqualified from the school. Candidates who have been admitted to Tibet's employment-oriented major may not apply for a major change after entering the school. After graduation, the Tibet personnel department will arrange employment and cannot recommend or apply for graduate students.

Twenty-eighth mainland Tibet, Xinjiang senior high school classes and other types of enrollment, training and employment in accordance with the relevant provisions of the Ministry of Education.

Article 29 The national special plan for enrollment in rural and poverty-stricken areas shall be implemented in accordance with the Notice of the General Office of the Ministry of Education on Doing a Good Job in Enrollment in Rural and Poverty-stricken Areas in 2020 (No.JIAOSIFA [2020]1).

Thirtieth minority preparatory students, according to the wishes of candidates and according to the investment policies of provinces (autonomous regions and municipalities directly under the central government), from high scores to low scores, are selected on the basis of merit. For minority candidates with a small population, they are selected according to the relevant care policies of the state and the province.

Thirty-first candidates who meet the registration requirements and intend to apply for physical education major must take the special physical education examination organized by the admissions department of the province (autonomous region or municipality directly under the Central Government), and can only fill in the physical education major after passing the examination. In the case that the candidates' professional test scores are qualified and the cultural test scores reach the corresponding batch of undergraduate admission control scores specified by the provincial admissions office where the students are located, the candidates will be comprehensively evaluated and ranked according to the professional scores of the college entrance examination (unless otherwise required by the provincial admissions office).

Thirty-second candidates from Hong Kong, Macao and Taiwan must take the entrance examination for overseas Chinese and students from Hong Kong, Macao and Taiwan in institutions of higher learning. According to their test scores, the school will queue up separately and select the best candidates.

The application conditions for candidates to participate in the Taiwan Province College Entrance Examination (referred to as "academic test") in that year are: Han candidates have achieved "pre-standard level" or above in any subject of Chinese, mathematics and English; Minority candidates can apply as long as their scores in any subject of Chinese, mathematics and English reach "average score" or above. According to their test scores, the school will line up separately and select the best candidates.

Article 33 According to the major category of enrollment, students will be trained in a wide-caliber mode after entering school. 1 After two years, they will be trained in different majors according to their own wishes and relevant regulations of the school.

Law (law, law, English) admission, according to the wishes of students, to investigate the English level and comprehensive quality. Colleges enter corresponding majors according to a certain number of plans.

Chapter V Tuition Standards

Thirty-fourth school tuition standards shall be implemented according to the examination and approval standards of Beijing Municipal Price Bureau in that year.

Literature and history majors range from 5000-6000 yuan/year; 5,300 yuan/year for science and engineering majors; Art majors are 8000 ~ 10000 yuan/year; 5,000 yuan/year for physical education major; The preparatory class is 4800 yuan/year.

The environmental science major (Chinese-foreign cooperative education) costs 56,000 yuan/year for the first, second and fourth years, and the tuition fee for the third year is paid according to the international student standard of National University of Cork, Ireland.

Some tuition-free majors: Fine Arts (fine arts education teachers), China minority languages and literature majors, and Tibetan employment majors for non-Tibetan students.

"Strong Foundation Plan" enrollment professional tuition is charged according to the tuition standard of similar ordinary undergraduate majors.

Chapter VI Others

Thirty-fifth freshmen within three months of admission, the school will organize a comprehensive review, and those who fail the examination will be dealt with according to different circumstances until their admission qualification is cancelled. Anyone who practices fraud or engages in malpractices for selfish ends to obtain admission qualification or student status, once verified, will immediately cancel his admission qualification or return to his place of origin. Those with bad circumstances will be notified to the Ministry of Education and the provincial recruitment office for investigation, and offenders will be transferred to the public security organs for handling.

Article 36 The Articles of Association shall be subject to the version approved by the Ministry of Education and published on "Sunshine College Entrance Examination Platform" (/).

Article 37 The Articles of Association shall come into force as of the date of promulgation. When national laws, regulations, rules and relevant policies at higher levels change, the changed provisions shall prevail.
