The relationship between decision support system and decision system is essentially the relationship between strategy and decision. Because a large number of war practices and countless bloody lessons fully prove that it is impossible to win the battle without the General Staff Department mastering a large amount of military intelligence (information) from all relevant parties, making comprehensive analysis and research, formulating various scientific and feasible operational plans, and then making correct judgments and choices by the headquarters and choosing the most feasible operational plan under specific conditions. In a sense, it can also be said that without the "strategic planning" of the General Staff, there would be no "decisive victory" of the headquarters. Therefore, it attaches great importance to the role of staff organizations (personnel). This scientific decision-making system, founded by military science, has been rapidly applied to modern society and economic fields, playing an increasingly important role in the field of economic management and showing great vitality. Because under the modern market economy system, practice has fully proved that "shopping malls are like battlefields".
To put it simply, the function of the staff organization (personnel) is to focus on planning, engage in decision-making research, study how to scientifically determine decision-making objectives, draw up alternative plans to achieve decision-making objectives, conduct analysis and argumentation, weigh interests, compare gains and losses, help leaders make correct judgments and choices, and provide scientific basis for leaders to finally make the most satisfactory (feasible) decision. The leader's duty is to be decisive and be good at choosing the most satisfactory (feasible) scheme from various alternatives and organizing its implementation.
