If idle houses are used for reconstruction, it is allowed to transform idle and inefficient non-residential houses such as commercial offices, hotels, factories, warehouses, scientific research and education into affordable rental houses. During the period of being used as affordable rental housing, the nature of land use will not be changed and the land price will not be paid back.

In the policy of fund award and subsidy, enterprises raise 10% to 20%, financial institutions support about 60%, and leasing pilot funds or national and provincial special funds subsidies 20% to 30%.

In terms of tax support, leasing enterprises adopt simple tax calculation, and the value-added tax is reduced from 5% to 1.5%.
