Article 17 of the Regulations on the Management of Urban Real Estate Development and Operation stipulates: "Real estate development projects can only be delivered after they are completed and accepted; Without acceptance or unqualified acceptance, it shall not be delivered for use. After the completion of a real estate development project, the real estate development enterprise shall submit an application for completion and acceptance to the real estate development department of the local people's government at or above the county level where the project is located. The competent department of real estate development shall, within 30 days from the date of receiving the application for completion acceptance, organize relevant departments or units such as project quality supervision, planning, fire protection and civil air defense to accept the contents involving public safety. "
3. The third paragraph of Article 10 of the Fire Protection Law of People's Republic of China (PRC) stipulates: "After the completion of a building project with fire protection design according to the national technical standards for engineering buildings, it must be accepted by the public security fire control institutions; If it has not been accepted or failed to pass the experience, it shall not be put into use. "
4. Article 45 of the Urban and Rural Planning Law of People's Republic of China (PRC) stipulates: "The competent department of urban and rural planning of the local people's government at or above the county level shall verify whether the construction project meets the planning conditions in accordance with the provisions of the State Council. Without verification or verification does not meet the planning conditions, the construction unit shall not organize the completion acceptance.
Article 49 of "Regulations on Quality Management of Construction Projects" stipulates: "The construction unit shall, within 0/5 days from the date of completion and acceptance of the construction project, report the completion and acceptance report of the construction project and the approval documents or permission documents of the planning, public security, fire protection and environmental protection departments to the construction administrative department or other relevant departments for the record".
