China Civil Aviation Airport Construction Group Company was established on 1954. It is the only technology-intensive state-owned enterprise in the domestic infrastructure industry that can provide all-round and one-stop services for civil aviation airport construction, and has Grade A engineering design, Grade A engineering consulting, Grade A engineering supervision and Grade A geotechnical engineering qualifications. Western Airport Group is the second largest inter-provincial and inter-regional airport group in China, which is affiliated to the Shaanxi Provincial People's Government. Its predecessor was Xi Xianyang International Airport.
The Group is responsible for the construction and operation management of Xianyang, Yinchuan and Xining three trunk airports and Shaanxi, Gansu, Ningxia and Qinghai four provinces 18 branch airports.
