The notice starts from nine aspects, such as optimizing land supply, strengthening quality control, formulating the system of joint examination and filing of house prices and land prices, implementing "notarization and lottery", supporting the demand for self-occupation, adjusting the policy of restricting the sale of housing, strictly renaming management, improving the policy of talent housing security, and increasing the security of rental housing to ensure the stable and healthy development of Yiwu real estate market.

First, further optimize land supply. Scientifically calculate the demand for residential land, increase the land supply, timely announce the annual transfer plan, expand the land supply in hot spots, and increase the effective supply in the market. Optimize the supply structure of residential land and increase the proportion of low-priced residential land.

Second, strengthen the quality control of commercial housing. Strictly control the overall quality of commercial housing projects. When transferring residential land, specify the specific control requirements of project quality and stipulate them in the transfer contract.

Three, formulate new commercial housing prices, land prices for the record rules. Set up a working group to jointly review and record the housing price and land price of new commercial housing, and determine the sales record price of new commercial housing according to the housing price in surrounding areas.

Four, the implementation of the "notary lottery", strengthen the supervision of housing information disclosure. From the date of issuance of this notice, all newly obtained pre-sale permits for commercial housing projects (including on-the-spot sales) will be sold by means of "notarization and lottery", that is, the sales method of selecting houses by notarization and lottery. Real estate development enterprises should launch all the houses for sale at one time within 15 working days after obtaining the pre-sale permit (including the current sale). Before the opening sale, the commercial housing sales plan shall be formulated and publicized, and the registration rules for purchasing houses shall be clarified. Registration conditions that are only beneficial to real estate development enterprises, intermediaries and other buyers shall not be set, and registration conditions that are not conducive to buyers such as full payment and charges other than listing price shall not be set. The registration time shall not be less than 3 days, but not more than 7 days. The notary office is responsible for the preservation and notarization of the registration list of interested buyers, as well as the sorting and selection of houses by notarization and lottery. Registered buyers, lottery buyers and contract signatories must be consistent. The specific measures shall be formulated separately by the Municipal Construction Bureau.

Fifth, support the demand for self-occupation. Real estate development enterprises should give priority to the following three groups of people or families (hereinafter referred to as priority households) according to the housing security ratio of not less than 20% in each batch: First, the buyers who have obtained the certificate of monetization resettlement; Two, in line with the conditions of talent subsidies and since 20 10 1 have not purchased commercial housing within the city; 3. All newly-built commercial houses and second-hand houses purchased in Yiwu area can only be listed and traded after obtaining the property right certificate for 3 years. The confirmation time of obtaining the title certificate shall be based on the issuing time of the title certificate.

The online signing of the real estate sales contract has not been completed before the date of issuance of this notice, but the real estate sales intermediary contract or purchase agreement (subscription book) and valid vouchers such as bank, Alipay and WeChat have been signed. , can provide the down payment paid before August, 20021year, and part or all of the house price (excluding cash payment) is still implemented according to the original policy.

Seven, strict name management. After the online signing of the contract is put on record, the name of the commercial house shall not be changed except for the addition and subtraction between parents, spouses and children.

Nine, increase the security of rental housing. In the announcement of residential land transfer in key areas and hot areas with convenient transportation and perfect commercial facilities, a certain proportion of affordable rental housing is clearly allocated to solve the housing difficulties of new citizens and young people. Affordable rental housing must be fully decorated and delivered, and the design standard of full decoration must be clearly defined in the planning scheme. Affordable rental housing is repurchased by the platform company designated by the municipal government at the repurchase price agreed in the transfer announcement.
