1995 graduated from Central South University of Technology with a bachelor's degree in engineering; 1September, 1995 to1July, 1997, master student of Central South University. /kloc-0 received his doctorate in engineering in early June, 1997, and in March, 2000/kloc-0 received his doctorate in engineering from Central South University. In April, 20001,he joined the postdoctoral mobile station of management science and engineering of Shanghai Jiaotong University, during which he served as a researcher at the Institute of E-government of Shanghai Jiaotong University, the chairman of the postdoctoral mobile station of Shanghai Jiaotong University, the vice chairman of the postdoctoral mobile station of Shanghai Jiaotong University, the consultant of the National Information and E-government Promotion Department of the Ministry of Information Industry, and the e-government training expert of civil servants of Shanghai Information Commission. In February 2003, he left his post to work in Shenyang University.
