If the illegal facts are found to be inconsistent in the process of handling, the parties concerned shall be informed to accept the handling at the traffic management department of the public security organ where the illegal act occurred.

If the jurisdiction is disputed, it shall be reported to the traffic administrative department of the public security organ at the next higher level for designation of jurisdiction. The traffic administrative department of the public security organ at the next higher level shall promptly determine the subject of jurisdiction and notify both parties to the dispute.
Article 5 Illegal acts recorded in traffic technical monitoring data may be under the jurisdiction of the traffic administrative department of the public security organ at the place where the illegal act occurred, was discovered or where the motor vehicle was registered.
If the violator or the owner or manager of the motor vehicle has any objection to the facts of the illegal act recorded in the traffic technical monitoring data, it shall submit it to the traffic administrative department of the public security organ where the illegal act occurred, and the traffic administrative department of the public security organ where the illegal act occurred shall handle it according to law.
Article 61 If the traffic administrative department of the public security organ has a record of motor vehicle violations outside its jurisdiction, it shall, after the illegal information is entered into the road traffic violation information management system, transfer the illegal information to the traffic administrative department of the public security organ where the motor vehicle is registered within the prescribed time limit.
Article 62 If the traffic administrative department of the public security organ scores the illegal acts of motor vehicle drivers who are not within its jurisdiction, or temporarily suspends, revokes or detains the motor vehicle driver's license, it shall transfer the illegal information to the traffic administrative department of the public security organ where the driver's license is issued within the prescribed time limit after the illegal information is entered into the road traffic violation information management system.
