Regulations of Shenyang Municipality on the Integration of Multiple Laws and Regulations

Chapter I General Provisions Article 1 In order to establish a unified spatial planning system, optimize the spatial layout of urban and rural areas, improve the efficiency of administrative examination and approval, promote the coordination and unification of ecological environment and economic development, and promote the modernization of urban and rural governance system and governance capacity, these Regulations are formulated in accordance with the relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 The term "multi-regulation integration" as mentioned in these Regulations refers to the overall coordination of national economic and social development planning, urban master planning, land use master planning, environmental protection planning and other space-related planning under the guidance of strategic planning, so as to form a coordinated blueprint, build a platform for business collaboration and information sharing in the whole life cycle of construction projects, and improve the system of construction project generation and approval process.

The term "strategic planning" as mentioned in these Regulations refers to a programmatic document prepared by the Municipal People's Government and submitted to the Municipal People's Congress for examination and approval according to the national and provincial development strategies, and making strategic outlook and deployment on major issues such as urban development orientation, development goals, spatial layout, industrial development, infrastructure construction and ecological environment protection.

The "blueprint" as mentioned in these Regulations refers to the spatial data system that is guided by strategic planning and based on the spatial planning system, integrates all kinds of spatial planning, delineates all kinds of spatial control lines and controls the overall situation. Article 3 These Regulations shall apply to the development, management and supervision of the integration of multiple regulations in this Municipality. Article 4 The Municipal People's Government shall strengthen the unified leadership over the integration of multi-sectoral regulations and perform the following duties:

(a) to organize the preparation of strategic planning;

(2) Organizing the preparation of blueprints;

(3) Organizing the establishment of a comprehensive platform integrating multiple regulations (hereinafter referred to as the comprehensive platform);

(four) the establishment of multi-regulation coordination management mechanism;

(five) to ensure that the multi-regulation work funds;

(six) other duties related to the work of multi-regulation.

The people's governments of districts and counties (cities) shall strengthen the management of multi-regulation integration within their respective administrative areas, establish and improve the comprehensive platform of districts and counties (cities) and relevant management systems, and handle the specific work of multi-regulation integration assigned by the Municipal People's Government. Fifth city and district, county (city) people's government to determine the multi-regulation coordination and management institutions responsible for the organization and implementation of multi-regulation integration work, overall coordination and supervision and management.

City multi-regulation coordination and management institutions shall perform the following duties:

Coordination of strategic planning;

(2) Coordinating the preparation of blueprints;

(3) Organizing the review of space-related planning results related to a blueprint;

(4) Organizing the operation of the integrated platform;

(five) to organize the preparation of the spatial implementation plan for construction projects;

(six) to organize the establishment of the working mechanism of the agent construction project, coordinate and supervise the generation and approval of the agent construction project;

(seven) to organize the establishment of a multi-regulation credit management and supervision and assessment mechanism;

(eight) to guide the work of district and county (city) multi-regulation coordination and management institutions;

(nine) to organize the formulation of multi-regulation management related systems;

(ten) other duties stipulated by the Municipal People's government.

District, county (city) multi-regulation coordination and management institutions are responsible for the coordination and management of multi-regulation within their respective administrative areas. Sixth municipal development and reform department is responsible for the specific preparation of strategic planning.

The competent department of city planning and land is responsible for the specific audit of space-related planning results, the preparation and update of blueprints, and the specific preparation of the annual construction project space implementation plan.

The municipal government service management agency is responsible for coordinating the simplification and optimization of the approval process of construction projects and supervising the approval process of construction projects.

Development and reform, land planning, construction and other competent departments shall perform the duties of the lead unit in the relevant stages of construction project generation, approval, etc., and other relevant departments shall cooperate to do a good job in the integration of multiple regulations. Article 7 Comprehensive platforms include project management platform, business collaboration platform and joint examination and approval platform.

City and district, county (city) comprehensive platform should share information resources and realize two-way business interconnection. Eighth multi-regulation work adhere to the principle of people-oriented, coordination and unity, decentralization, efficiency and convenience, openness and transparency. Chapter II Strategic Planning Article 9 Strategic planning is the basis and basis for the preparation of space-related planning such as national economic and social development planning, overall urban planning, overall land use planning and environmental protection planning. Tenth strategic planning should follow the following procedures:

(a) to evaluate and predict the current situation and development trend of the city;

(two) organize the relevant units to prepare the draft strategic plan;

(3) Organizing expert argumentation;

(four) the draft strategic plan to the public for comments;

(five) study and absorb the opinions of experts and the public, and feedback through public means;

(six) the draft strategic plan submitted to the Municipal People's government for review;

(seven) the draft strategic plan approved by the Municipal People's government shall be submitted to the Municipal People's Congress for examination;

(eight) the strategic plan approved by the Municipal People's government shall be announced to the public.
