The fees for cost consulting fees are as follows:

1. Units established in accordance with the law and obtaining the Qualification Certificate of Engineering Cost Consulting Unit, facing the society, undertake engineering cost consulting services such as feasibility study, project economic evaluation, investment estimation, project budget estimate, budget, final accounts for completion, preparation of pre-tender estimate or tender quotation, and engineering cost audit of construction projects, and can charge consulting service fees according to these measures.

2. The project cost consulting service fee is the operating fee managed by the government. The entrusting unit and the consulting unit may determine the specific charging standard through consultation according to the charging standard of Shandong construction engineering cost consulting service and the difficulty of consulting projects, but the charging standard shall not exceed 10% of the published standard.

3. After the project cost is audited, the final difference after the amount of nuclear increase and reduction is reduced shall not exceed 5%, and the consulting service fee shall be paid by the entrusting unit; If the final difference exceeds 5%, the excess shall be paid by the original project cost preparation unit. The audit conclusion of the consulting unit shall be notified in writing to the entrusting unit and the original project cost preparation unit according to the amount of nuclear increase and reduction. Other engineering cost consulting services and service fees shall be paid by the entrusting unit.

The project cost consulting business scope includes:

(a) the construction project proposal and feasibility study investment estimation, project economic evaluation report preparation and audit;

(two) the preparation and review of the construction project budget, with the design scheme comparison, optimization design, quota design and other work, analysis and control of the project cost;

(three) the determination of the contract price of the construction project (including the compilation and review of the bill of quantities and the pre-tender estimate of the bidding project); Signing and adjustment of contract price (including engineering change, engineering negotiation and calculation of claim cost), project payment, project settlement and compilation and audit of completion settlement report, etc. ;

(4) Appraisal and arbitration consultation of economic disputes over project cost;

(5) Providing engineering cost information service, etc.

Article 3 The following construction projects within the territory of People's Republic of China (PRC), including engineering survey, design, construction, supervision and procurement of important equipment and materials related to engineering construction, must be subject to tender:

(a) large-scale infrastructure, public utilities and other projects related to social interests and public safety;

(2) Projects that are wholly or partially invested with state-owned funds or financed by the state;

(3) Projects that use loans or aid funds from international organizations or foreign governments.

The specific scope and scale standards of the projects listed in the preceding paragraph shall be formulated by the development planning department of the State Council in conjunction with the relevant departments of the State Council and submitted to the State Council for approval.
