Shiping County People's Government shall incorporate the development of Shiping bean products industry into the national economic and social development plan, and formulate the development plan and supporting policies for Shiping bean products industry. Article 6 The competent department of industry and informatization of Shiping County People's Government is the development and management institution of bean products industry, and performs the following main duties:
(a) the preparation of Shiping bean products industry development plan, submitted to the county people's government for approval and implementation;
(2) Coordinate the quality management of Shiping bean products;
(three) to assist the relevant departments to formulate and revise the technical standards of Shiping bean products industry;
(four) to guide the development, technology promotion, skills training and market cultivation of Shiping bean products;
(five) the establishment of Shiping bean products production and operation information database, timely release of bean products production and marketing information, provide consulting and related services.
The relevant administrative departments of Shiping County shall do a good job in the development of bean products industry in accordance with their respective responsibilities. Chapter II Development and Protection Article 7 Autonomous Prefecture People's Government and Shiping County People's Government shall set up special funds for the development of Shiping bean products industry and bring them into the fiscal budget at the same level.
Shiping County People's Government should optimize the industrial development environment and support the development of Shiping bean products enterprises in infrastructure, scientific research and development, production and operation. Eighth Autonomous Prefecture People's Government and Shiping County People's Government encourage financial institutions to develop and innovate financial products and services suitable for the development of Shiping bean products industry, and increase credit input. Article 9 Shiping County People's Government shall strengthen the construction of Shiping Bean Products Industrial Park, and encourage and support Shiping bean products production enterprises to gather and develop in the industrial park.
The newly-built Shiping bean products processing project in the county should enter Shiping bean products industrial park. Article 10 Shiping County People's Government should attach importance to the scientific research and development of Shiping bean products, guide and support Shiping bean products enterprises to strengthen cooperation and exchanges with scientific research departments and universities, and promote the application and popularization of scientific and technological achievements.
Shiping County People's Government should strengthen the cultivation of talents in the production, processing, sales and intermediary services of Shiping bean products, and cultivate professionals who can adapt to the development of Shiping bean products industry. Eleventh Shiping County People's Government shall strengthen the publicity and promotion of Shiping bean products, carry forward the bean product culture, and support the excavation, collation and research activities of Shiping bean product culture.
The competent department of culture and tourism in Shiping County should develop and promote the cultural tourism of Shiping bean products, and improve the popularity of Shiping bean products. Twelfth Shiping County People's Government shall strengthen the construction of Shiping bean products market and information service system, and improve the supporting functions of the market. Thirteenth units and individuals engaged in the production and operation of Shiping bean products can establish Shiping bean products association and other industry organizations according to law, so as to enhance the ability of self-management, self-service and self-development.
Autonomous Prefecture People's Government and Shiping County People's Government shall give support to Shiping Bean Products Association and other legally established industry organizations. Article 14 Shiping County People's Government shall encourage and support Shiping bean products enterprises to set up modern processing enterprises according to law through joint, merger and reorganization, strengthen the research and development of new products, develop deep processing, improve the added value of products and promote industrial upgrading. Fifteenth Shiping County People's Government shall strengthen the inheritance and protection of the traditional production technology of Shiping bean products, and name the enterprises that use traditional technology to produce Shiping bean products. Sixteenth Autonomous Prefecture People's Government and Shiping County People's Government encourage units and individuals to carry out technological innovation and develop new Shiping bean products with independent intellectual property rights. Seventeenth Autonomous Prefecture People's Government and Shiping County People's Government encourage the establishment of soybean raw material planting bases for processing Shiping bean products, and subsidize the agricultural materials needed by units and individuals to grow soybeans. Article 18 Shiping County People's Government shall strengthen the protection, management, scientific research and rational utilization of natural acidic water resources unique to its administrative area, scientifically delimit the scope of acidic water protection zones, prevent water depletion and water pollution, and ensure the water safety of Shiping bean products industry. Chapter III Production, Operation and Management Article 19 The system of licensed use and paid use shall be implemented for sulfur-containing sewage resources. Without the approval of the water department of Shiping County, no unit or individual in the protected area may drill wells for water.
