An administrative organ refers to an organ that exercises state power and performs state administrative functions according to law. In a broad sense, administrative organs are the general name of the first-level government organs, that is, government organs and their working departments that implement state laws and engage in the management of state affairs, internal affairs and social affairs. In a narrow sense, the administrative organ only refers to the comprehensive office within the government organ, that is, the general office, which is an institution that handles various affairs under the direct leadership of the chief executive and assists in overall management. The administrative organ shall be established in accordance with the provisions of the national constitution and relevant organization laws. They are state organs that exercise administrative power according to law and organize and manage state administrative affairs on behalf of the state. They are the executive organs of state power organs and an important part of state institutions. It implements laws and decisions formulated by representative organs and manages administrative affairs in internal affairs, diplomacy and military affairs.

Government information that meets one of the following basic requirements shall be disclosed by the administrative organ on its own initiative:
(a) involving the vital interests of citizens, legal persons or other organizations;
(2) It needs to be widely known or participated by the public;
(3) Reflecting the institutional setup, functions and procedures of the administrative organs;
(four) other in accordance with laws, regulations and relevant provisions of the state should take the initiative to open.
