The enrollment of private ordinary high schools is brought into the unified management of the local education department, and the enrollment scope is consistent with that of local public ordinary high schools to achieve synchronous enrollment; Insufficient students, the Municipal Education Bureau can co-ordinate arrangements for enrollment plans within its jurisdiction. In areas where there is insufficient academic degree resources in ordinary senior high schools in the process of eliminating large classes, the Municipal Education Bureau shall, on the basis of county applications, co-ordinate the allocation of academic degree resources and rationally arrange cross-regional enrollment plans.
(2) Adhere to the principle of territorial management. Compulsory education shall be managed by counties (including Bozhou High-tech Zone, the same below), and counties shall be responsible for the overall planning, planning, organization, coordination, implementation and management of school enrollment in the compulsory education stage within their respective jurisdictions.
The enrollment of junior high schools in Bozhou No.19 Middle School and Bozhou No.18 Middle School was brought into the unified management of Qiaocheng District and Bozhou High-tech Zone respectively according to the principle of territorial management of compulsory education. All counties and districts should earnestly assume the responsibility of enrollment management of compulsory education schools within their jurisdiction, co-ordinate enrollment of public and private schools, and strictly regulate the management of enrollment behavior.

Admission without examination is the right of all school-age children and adolescents to receive compulsory education, which is the basic principle of compulsory education and applies to all compulsory education schools (including private compulsory education schools, the same below).
County Education Bureau and compulsory education schools should strictly abide by the provisions of the nearest entrance to compulsory education. It is strictly forbidden to use all kinds of examinations, competitions, training results or certificates as the basis for enrollment, and students shall not be selected in the name of interview, interview and evaluation, and special students shall not be recruited. The enrollment of private compulsory education schools is included in the unified management of examination and approval, and enrollment is synchronized with public compulsory education schools.
