Regulations of Liaoning Province on Supervision and Administration of Information Technology Standardization (revised 20 15)

Chapter I General Provisions Article 1 In order to strengthen the supervision and management of information technology standardization, promote the informatization construction in our province, guide and standardize the development of information technology industry, and promote economic development and social progress, these Regulations are formulated in accordance with the Standardization Law of People's Republic of China (PRC) and relevant laws and regulations, combined with the actual situation in our province. Article 2 The standardization of information technology as mentioned in these Regulations includes the standardization of information classification codes, organization codes, commodity bar codes, identification cards, graphic symbols of public signs and information networks.

Other aspects of the supervision and management of information technology standardization shall be implemented with reference to these regulations.

All units and individuals engaged in the above information technology activities within the administrative region of this province shall abide by these regulations. Article 3 The quality and technical supervision departments of provinces, cities and counties (including county-level cities and districts, the same below) are the administrative departments of information technology standardization of the people's governments at the same level, which uniformly supervise, manage, organize and coordinate the information technology standardization work within their respective administrative areas.

The quality and technical supervision department may entrust its subordinate institutions to carry out supervision and management according to law.

The competent department of industry is responsible for the standardization of information technology in this industry. Fourth governments at all levels should encourage and support the social supervision of information technology standardization. Chapter II Information Classification and Coding Article 5 Information classification refers to grouping information with the same attributes or characteristics together according to scientific laws and dividing it into concepts to distinguish and judge different information.

Information coding is to scientifically give confidential information to a code or a certain symbol system as the same language for processing and exchanging related information systems. Sixth local information classification and coding standards, approved by the provincial quality and technical supervision department, and promulgated. Article 7 Where there are no national standards, industrial standards or local standards, an enterprise may formulate its own information classification and coding standards, and go through the filing procedures with the following departments in accordance with relevant regulations within 30 days after the standards are issued:

(a) enterprises approved and registered by the provincial administrative department for industry and commerce shall be submitted to the provincial quality and technical supervision department for the record.

(two) enterprises registered by the municipal and county administrative departments for industry and commerce shall be reported to the municipal quality and technical supervision department for the record. Chapter III Organization Code Article 8 Organization code refers to the unique legal code identification given to legally established organizations within the scope of state institutions, which is compiled according to the relevant national coding principles.

Organization code includes legal person organization code and unincorporated organization code. Ninth provincial quality and technical supervision administrative department is responsible for organizing, coordinating and guiding the work of organization code in the province; Entrusted by the provincial administrative department of quality and technical supervision, the provincial organization code management center is responsible for the unified management of the province's organization code work. Tenth state organs, enterprises and institutions, social organizations, central and provincial institutions in this province and other organizations established according to law shall go through the formalities for obtaining the organization code certificate at the same level as the issuing unit of the organization approval or registration authority.

The organization code of tax-related units of the army and the armed police shall be handled in accordance with the relevant provisions. Eleventh organization code certificate is divided into original and copy (electronic copy). The original and the copy (electronic copy) have the same legal effect. Article 12 If the name, address, legal representative or person in charge of an organization changes, it shall go through the change formalities at the original issuing unit within 30 days after the change and return the original organization code certificate.

If the organization terminates according to law, it shall return the organization code certificate to the original issuing unit. Thirteenth organization code basic information to implement the annual reporting system, specific measures shall be formulated by the provincial administrative department of quality and technical supervision in accordance with the relevant provisions. Article 14 No unit or individual may forge, falsely use, alter, lease, transfer, share or use the abolished organization code certificate. Fifteenth organizations to handle the following procedures, must hold the organization code certificate:

(1) Opening a bank account;

(2) Statistical statements;

(3) tax registration;

(4) Handbook on the use of total wages and handbook on the management of wage funds;

(5) Vehicle license plate;

(6) Capital construction investment projects;

(seven) financial allocation and foreign exchange business;

(8) Import and export customs and commodity inspection and quarantine services;

(9) Insurance business;

(10) Housing accumulation fund;

(eleven) the registration, alteration and cancellation of property rights of state-owned assets;

(twelve) other organizations that need codes.

The department or unit responsible for handling the above business must check the organization code certificate. Chapter IV Commodity Barcodes Article 16 Commodity barcodes refer to special barcodes which are commonly used internationally in the field of commodity circulation and consist of a set of regularly arranged bars, spaces and their corresponding characters, and are used to express information such as commodity manufacturers, commodity names and characteristics. Seventeenth provincial quality and technical supervision administrative departments shall publish the catalogue of prepackaged commodities in batches, and the prepackaged commodity production enterprises listed in the catalogue of prepackaged commodities may bid for commodity bar codes. Eighteenth supermarkets and chain stores are encouraged to set up bar code scanning systems to distribute goods with bar codes. Nineteenth provincial or authorized municipal quality and technical supervision departments are responsible for the preliminary examination of commodity bar code registration, and after reporting to the relevant state departments for examination and approval, they will issue the "China Commodity Bar Code System Member Certificate".
