Dongguan Housing and Urban-Rural Development Bureau said that the price marked in the price map of commercial housing in Dongguan represents the price level (fine decoration delivery standard) of newly-built commercial housing in the corresponding sections of towns and streets, which is based on the online signing price of representative newly-built commercial housing projects in various parks and towns and streets from June 5438 to July this year or the declared price of representative residential land transfer projects in the past two years, and other prices are appropriately adjusted by the housing and urban-rural development department according to the land, infrastructure and second-hand housing price classification.

After the centralized subscription registration is closed, the number of buyers (joint buyers 1, the same below) who have passed the preliminary examination of the system is less than or equal to the number of saleable houses in the current period, and the development enterprise can organize the registered buyers to choose houses for sale in an orderly manner.

After the deadline for centralized subscription registration, if the number of buyers who pass the preliminary examination of the system is greater than the number of saleable houses in the current period, the development enterprise may require the buyers to go through the deposit freezing procedures at the bank entrusted by the development enterprise, and the deposit amount shall be set by the development enterprise itself, but the maximum amount shall not exceed 20% of the minimum total price of the houses for sale in this batch. The purchaser shall go through the formalities of freezing the deposit within 2 days after the deadline for registration of centralized intention, and it shall be deemed as abandonment if it fails to do so. The number of buyers who successfully frozen the deposit is greater than the number of saleable houses in the current period and less than or equal to 3 times the number of saleable houses in the current period. New commercial housing projects need to be sold through notarization and lottery, and development enterprises entrust notarization institutions to carry out notarization. The buyers who have successfully frozen the deposit are eligible to be shortlisted for the lottery, and the development enterprise must publicize the list of buyers who have been shortlisted for the lottery for not less than 1 day (excluding the day of publicity), and explain the objections raised by the buyers during the publicity period. If the number of successfully frozen deposits is less than or equal to the number of saleable houses in the current period, the development enterprise may organize the buyers who have frozen deposits to choose houses for sale in an orderly manner, and the treatment method is the same as that stipulated in the first paragraph of this article.

3. After the deadline for centralized subscription registration, the number of buyers who have passed the preliminary examination of the system and successfully frozen the sincerity fund is more than 3 times of the number of saleable houses in the current period, and the list of short-listed buyers should be determined by sorting the points. Newly-built commercial housing sold by notarization and lottery through points sorting shall not be listed and traded within 5 years from the date of obtaining the certificate of immovable property rights. Each house buyer gets the basic score 100, and gets extra points according to different points. According to the level of points, those with the same points are ranked in no particular order.

If the house is abandoned on the day of house selection, and the application is valid and there is no reason to withdraw the house within two days, the development enterprise shall, within two working days after the end of the two-day withdrawal without reason, conduct the second round of house selection under the supervision of a notary public, in accordance with the order of house selection generated by the notary lottery. After the second round of notarized house selection, the development enterprise will lift the sincerity freeze on the remaining unselected house buyers within 2 days. After the results of house selection by lottery are announced, the buyers who choose houses by lottery should provide relevant certification materials to the development enterprises within 2 days after the deadline for house selection, and conduct formal house purchase qualification examination. The results of house purchase qualification examination shall be subject to the inquiry certificate of house purchase restriction issued by the real estate transaction management department. The development enterprise shall publicize the list of buyers who have passed the qualification examination of house purchase, and the publicity time shall not be less than 1 day (excluding the day of publicity). If the purchaser fails to submit the certification materials within the specified time and fails to pass the qualification examination of purchasing a house, it shall be deemed as giving up the transaction and withdrawing from the selected house.

The houses that have withdrawn from the subscription book due to reasons such as not obtaining the bank mortgage loan or voluntarily giving up still need to be replenished in turn according to the house selection order generated by the notarization lottery, and the houses are selected under the supervision of the notarization institution until they are all sold out. If all the buyers who participate in the lottery participate in the house selection, there are still surplus houses, which will be handled by the developers themselves, but the buyers still need to register in the purchase intention registration system before trading.
