What is the customs declaration process for parallel imported cars?

Before imported cars enter the country, manufacturers or their agents should apply to CNCA and obtain 3C (China Compulsory Product Certification) certification. At the entry link of the port, the customs checks the CCC certification materials of the vehicle.

Certified car

Certified cars refer to cars that have obtained compulsory product certification certificates in China, including standard cars, certified modified cars, parallel imported cars and bicycle certified cars.

Certified modified car refers to the car that has obtained the compulsory product certification certificate in China in the name of modified car.

Parallel imported cars refer to cars whose vehicles are imported in parallel in the automatic import license issued by the commercial department.

Bicycle certification car refers to the car marked as bicycle certification in China's compulsory product certification certificate.

Reporting skills

First of all, before the license plate vehicle is declared, the customs declaration unit shall provide the electronic list of vehicle identification code ("VIN" for short) in accordance with the regulations. On-site customs conduct pre-verification in the VIN management information system of the General Administration of Automobile Import (hereinafter referred to as "VIN management system").

Secondly, the customs declaration unit should enter the information of automobile pre-examination record (license category code 408) and compulsory product certification certificate (license category code 4 1 1) in the column of "product qualification" in the single window of China international trade-business application-standard version application-goods declaration, and ensure that the status bar under the relevant license category passes.

Thirdly, the declaration name and pre-trial filing information of the customs declaration unit must be consistent with the information of the compulsory product certification certificate, and the vehicle declaration name is consistent with the Chinese-English comparison table of the name of the imported motor vehicle manufacturer and the vehicle brand.

Non-certified series cars

Non-certified cars refer to cars with non-certified products in the description and definition table of compulsory certified product catalogue.

Reporting skills

The customs declaration unit uploads the relevant certification materials in the customs declaration system, among which the airport-specific vehicles (except 8702 1020 and 87059080) shall provide the self-declaration form issued by the importer and the relevant airport departments (ensure that the vehicles are special-purpose vehicles and are only used in the airport, and are not allowed to drive on highways and urban roads or obtain highway licenses).

Cars without certificates

0 1 Vehicles used by foreign embassies and consulates in China and international organizations and their diplomats.

Vehicles used by the official agencies of the Hong Kong and Macao Special Administrative Regions and their staff in the Mainland.

Personnel of China's embassies and consulates abroad bring inbound buses (M-class vehicles) from abroad when they return to China.

When China students return to China after studying abroad, they will bring inbound buses (M-class cars) from abroad.

Passenger cars (Class M cars) that enterprises and individuals apply for entry from abroad in the name of their own use and enjoy tariff reduction or exemption.

Intergovernmental assistance and vehicle donation

Reporting skills

For intergovernmental assistance and donation of vehicles, the customs declaration unit shall upload official letters or certification materials from government agencies at or above the county level in the customs declaration system.

Free car

Under any of the following circumstances, the producers, importers, sellers or their agents of the products listed in the catalogue may apply for exemption from compulsory product certification, and can only import them after obtaining the certificate of exemption from compulsory product certification after approval, and use them according to the declared purposes:

(1) Cars required for scientific research, testing and certification testing;

(2) Cars that are only used for commercial display rather than sales;

(3) Other circumstances in which compulsory product certification is exempted for special purposes.

Other types of cars

Other types of cars include imported cars (non-duty-free) carried by overseas personnel and used by resident offices of foreign enterprises, and cars directly declared without providing compulsory product certification documents in Announcement No.3 of CNCA in 2005.
