Regulations of Henan Province on Highway Traffic Management
Article 1 These Provisions are formulated in accordance with the Regulations of the People's Republic of China on Road Traffic Management and the relevant provisions of the state, in combination with the actual situation in our province, in order to strengthen road traffic management, maintain traffic order, and ensure safe and smooth traffic.
Article 2 The provincial public security organ is the competent authority of traffic management in expressway, and the traffic management agency of expressway, the provincial public security organ, is responsible for traffic management in expressway in accordance with the division of responsibilities.
Article 3 People's governments at all levels and their relevant departments shall support and cooperate with the highway traffic management institutions of public security organs to do a good job in highway traffic management.
In violation of expressway traffic management laws and regulations, have the right to dissuade and accuse.
Article 4 All motor vehicles, passengers and maintenance personnel entering expressway must strictly abide by the Measures of the Ministry of Public Security for Traffic Management in expressway (hereinafter referred to as the Measures) and these Provisions, consciously maintain traffic order and obey the command of the traffic police.
Fifth pedestrians, non-motor vehicles, tractors, agricultural transport vehicles, motorcycles, battery cars, wheeled special mechanical vehicles, full trailers and motor vehicles with a designed top speed of less than 70 kilometers per hour are not allowed to enter expressway.
