Second, the relevant legal basis
Article 29 of the Measures for the Administration of Automobile Sales
Local commercial authorities at or above the county level shall, according to their duties, adopt a "double random" approach to conduct daily supervision and inspection on automobile sales and related service activities.
Supervision and inspection can take the following measures:
(1) Entering the places where suppliers and distributors engage in business activities to conduct on-site inspection;
(two) ask the units and individuals related to the supervision and inspection matters and ask them to explain the situation;
(three) to consult and copy the relevant documents and materials, check the relevant data information system and copy the relevant information data;

Three. The main responsibilities of the Administration for Industry and Commerce
(a) responsible for market supervision and administrative law enforcement, drafting relevant laws and regulations, and formulating industrial and commercial administrative rules and policies.
(2) To be responsible for the registration, supervision and management of various enterprises, farmers' professional cooperatives, units and individuals engaged in business activities, resident representative offices of foreign (regional) enterprises and other market entities, and undertake the responsibility of investigating and banning unlicensed operations according to law.
(three) to assume the responsibility of standardizing and maintaining various market orders according to law, and to be responsible for the supervision and management of market transactions and online commodity transactions and related services.
(4) To undertake the responsibility of commodity quality supervision and management in the circulation field, organize consumer rights protection work in related service fields, investigate and deal with counterfeiting and other illegal acts in accordance with the division of labor, guide consumers to consult, appeal, report acceptance, processing and network system construction, and protect the legitimate rights and interests of operators and consumers.
(five) to undertake the responsibility of investigating and handling illegal direct selling and pyramid selling cases, and to supervise and manage direct selling enterprises, direct sellers and their direct selling activities according to law.
(six) responsible for monopoly agreements, abuse of market dominance, abuse of administrative power to exclude and restrict competition (except price monopoly). Investigate and deal with unfair competition, commercial bribery, smuggling and other economic violations according to law.
(seven) responsible for the supervision and management of brokers, brokerage institutions and brokerage activities according to law.
(eight) the implementation of contract administrative supervision and management according to law, responsible for the management of chattel collateral registration, organization, supervision and management of auction behavior, responsible for investigating and dealing with contract fraud and other illegal acts according to law.
(nine) to guide the development of the advertising industry and be responsible for the supervision and management of advertising activities.
(10) To be responsible for trademark registration and management, protect the exclusive right to use trademarks and investigate and deal with trademark infringement according to law, handle trademark disputes, and strengthen the identification and protection of well-known trademarks. Responsible for the registration, filing and protection of special signs and official signs.
(eleven) to organize and guide the credit classification management of enterprises, individual industrial and commercial households and commodity trading markets, to study, analyze and publish the basic registration information and trademark registration information of market entities according to law, and to provide information services for government decision-making and the public.
