Article 3 Government data resources are owned by the state, incorporated into the management of state-owned assets, and follow the principles of overall management, full utilization, encouraging development, and being safe and controllable. Article 4 The people's governments at or above the county level shall strengthen their leadership over the management of government affairs data, establish a coordination mechanism, and coordinate and solve major problems in the management, development and utilization of government affairs data. The required funds should be included in the fiscal budget at the same level. Article 5 The institutions of the people's governments of provinces, districts and cities that undertake government data management (hereinafter referred to as data management institutions) shall be responsible for the overall management, development and utilization, guidance and supervision of government data within their respective administrative areas. County (city, district) people's government e-government management department is responsible for the administrative area of government data management.
Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the management of government affairs data. Article 6 Data production and application units shall collect and process government data according to their duties, do a good job in the registration, collection, update and maintenance of government data, carry out * * * enjoyment applications and public * * * services, and cooperate with data management institutions to do a good job in open development. Article 7 Technical service units may, according to authorization or entrustment, undertake technical support such as government data registration and collection, * * application, public * * * services, open development, and other related work such as platform construction, operation, security and daily management. Article 8 Data management institutions shall supervise and inspect the collection, registration, summary, sharing and service of government data by data production and application units, strengthen the supervision and evaluation of technical service units, evaluate and inspect the open development of government data, and promptly correct relevant violations. Ninth government information project examination and approval departments and financial departments should be the data production and application units to implement government data collection, registration, summary, * * sharing and service as an important basis for project acceptance or funding arrangements.

Chapter II Collection and Processing Article 11 The collection of government affairs data shall be subject to catalog management. Data management institutions should do a good job in data top-level design, follow the principle of "one number, one source", work out the catalogue of government data collection with data production and application units, and update the catalogue according to institutional functions or special business needs.
City, county (city, district) government data collection directory should be connected with the provincial government data collection directory. Twelfth data production and application units shall organize data collection in accordance with the government data collection catalogue and relevant standards and norms, and shall not collect data outside the catalogue.
Data production and application units may temporarily collect data outside the scope of the catalogue due to special business or urgent needs. Thirteenth unless otherwise stipulated by laws and regulations, the government data that can be obtained through * * *, the data production and application units shall not be collected repeatedly.
Citizens, legal persons or other organizations have submitted government data in the previous business link, and no longer require data production and application units to submit them in the next business link. Fourteenth data production and application units should actively implement a window acceptance, * * * access and online verification of government data collection mechanism to avoid repeated collection and ensure the accuracy of data. Fifteenth data management institutions shall, in conjunction with data production and application units, establish a government data quality control mechanism, and implement the whole process monitoring and regular inspection of data quality. Sixteenth data production and application units shall be responsible for ensuring the quality of government data and data update and maintenance within the scope of their duties, and carry out data comparison, verification and error correction to ensure the accuracy, timeliness, integrity and availability of data. Chapter III Registration and Convergence Article 17 The registration and convergence of government affairs data shall follow the principles of openness, completeness, completeness and accuracy. Eighteenth data production and application units shall, in accordance with technical standards and management norms, register data in the government information resources directory service system. Nineteenth government data collection and sharing platform is the carrier of government data collection and sharing application. Provincial, district and municipal data management institutions are built, deployed and distributed at the provincial, district and municipal levels in accordance with unified standards to achieve interconnection. Counties (cities, districts), data production and application units or other organizations may not build independent government data collection and sharing platforms. The original inter-departmental information sharing and exchange system should be migrated to a unified government data collection platform.
