The Nanning-Singapore Economic Corridor runs through the Pan-Pearl River Delta region of China and the countries of Indochina Peninsula. It starts from Nanning, Guangxi, passes through Hanoi, Vietnam, Vientiane, Laos (or Phnom Penh, Cambodia), Bangkok, Thailand and Kuala Lumpur, Malaysia, and reaches Singapore, the southernmost tip of the Malay Peninsula. The artery of China-ASEAN cooperation in the Nanning-Singapore Economic Corridor was introduced by Sun Yongfu, member of the Standing Committee of the Chinese People's Political Consultative Conference, deputy director of the Economic Commission and former vice minister of the Ministry of Railways. According to the instructions of the leaders of Guangxi Zhuang Autonomous Region, a delegation from Nanning-Singapore Economic Corridor (hereinafter referred to as "Nanxin Corridor") in China, organized by Guangxi Beibu Gulf Planning and Construction Management Office and Guangxi Academy of Social Sciences, and attended by relevant personnel from the National Development and Reform Commission, the Ministry of Foreign Affairs, the Ministry of Commerce, the Ministry of Railways and research institutions affiliated to The Export-Import Bank of China, as well as the Development and Reform Commission, the Communications Department, the Department of Commerce and the Railway Construction Office of the autonomous region. From July 8, 2065438 to July 7, 20 10, we visited Nanxin Corridor by bus and train, and held a forum with think tanks and relevant government departments in Vietnam, Laos, Thailand, Malaysia, Singapore and other countries along the way to discuss the construction of Nanxin Economic Corridor.

At present, there are many highway and railway passages in Nanxin Economic Corridor. According to industry analysis, the most convenient land route from Nanning to Singapore was selected for this investigation. Although highway grade standards vary from country to country, the overall pavement in Vietnam is good except for some sections under maintenance, all of which are asphalt pavement. In Vietnam, although there is no expressway between Youyiguan and Hanoi, and between Hanoi and Ho Chi Minh City, expressway has been built in some sections from Beining Province to Hanoi and from Hanoi to Henan Province, with a total mileage of about 100 km. From Hanoi to Rongcheng, some sections are being upgraded. In Taqu, Laos, the delegation saw that the third Mekong River Bridge in Thailand and Laos was under construction and the basic skeleton had been completed. It is expected to open to traffic on time in June 1 65438+1October1next year.

It is found that all kinds of vehicles shuttling through the South New Corridor are better. From north to south, the means of transportation in all countries are relatively good, from large trucks with large tonnage and high horsepower to spacious and comfortable luxury buses (with built-in toilets). Nanxin Corridor is not only a thoroughfare, but also a low vehicle toll. In China, the charging standards from Nanning to Youyiguan expressway are: 90 yuan (180 km) and CMB (1 10 yuan), with an average of 0.35-0.7 yuan /km. In Vietnam, toll stations are set up on the secondary roads from north to south (generally one in each province), and the price of each toll station is uniform. The car charges 15000 VND (about 5 yuan RMB). Thailand's high-grade highways (first-class highways) are free of charge, and only closed roads entering the suburbs of Bangkok have toll stations. Malaysia charges relatively low and adopts a subsidy policy. Penang to Kuala Lumpur is 350 kilometers, and the bus fare is only 16 ringgit (RM 33.6, with an average of 0. 1 yuan per kilometer), while the bus fare from Kuala Lumpur to the border of Singapore is 16.3 ringgit. Bangkok-Penang Railway 1 189 km, sleeper fare 1 100 baht, equivalent to RMB 244.

Except for the section from lang son to Hanoi, the railways in Southeast Asian countries are all meter tracks, which are slow but humanized. In the past, we were dismissive of trains from ASEAN countries. During this trip, the delegation specially chose to take the international narrow gauge train from Bangkok, Thailand to Penang, Malaysia. At first, everyone thought that taking this train might be backward, but after boarding the train, they felt that the train was small and slow (60-70 kilometers per hour), but the facilities were relatively complete, and they felt comfortable and the service was warm and thoughtful. The seats, sleeping berths and coffee tables on the train are all combined, which can be collected and exhibited. Seats and sleeping berths are more spacious than domestic trains, and there are bed curtains, automatic doors for entering and leaving the carriage, complete air conditioning fans and charging sockets, which are convenient for customers to temporarily charge when they travel. Even toilet paper is enough, showing people-oriented everywhere. In Malaysia, double tracks are being built along the railway. The project is expected to be completed in 20 13, when the transportation capacity of Matai Railway will be accelerated.

2. The foundation of port construction has been established, and the facilitation of customs clearance needs to be improved.

From the inspection, thanks to the help of the local reception unit, it is more convenient for delegations to clear customs in the South New Corridor, but it still takes a long time for individuals to clear customs alone. Five land ports passed this inspection, and one waterway port 1 port. They are: China-Vietnam Friendship Pass Highway Port, Vietnam Suspension Bridge Port-Laos Nabao Highway Port, Laos Taqu-Thailand Nakong Panong Waterway Port, Thailand-Malaysia Badong Bersars Railway Port, Malaysia Tanjung Kupang-Singapore Highway Port.

The construction of port facilities in countries along the South New Corridor is mixed. Generally speaking, China, Singapore, Malaysia and Thailand have better port construction, while Laos and Vietnam are slightly worse, but each has its own characteristics. Generally speaking, the customs clearance of the six countries along the way is basically smooth, of course, it is fast and slow.

The joint inspection building of Sino-Vietnamese border friendship customs port and China friendship customs port is newly built, with large scale and sufficient momentum, commensurate with big countries. Vietnam Friendship Customs Joint Inspection is an old-fashioned bungalow with crowded aisles, which generally accommodates 30 to 50 people. Border inspection, customs, inspection and quarantine are integrated, and the customs clearance time is slower than that of China Friendship. Vietnam-Laos border suspension bridge-Nabao port, Vietnam joint inspection building has good facilities, and it is also a trinity of border inspection, customs, inspection and quarantine, and customs clearance is faster; Taqu, Laos-Nakong Panong Port in Thailand is a waterway port on the Mekong River. Joint inspection and customs clearance at Laos and Thailand ports is relatively fast; Thailand-Malaysia border railway Badong Busa port, the joint inspection facility at this port is located in the railway station, and the facility is a bungalow, with one end for Thailand and the other end for Malaysia. After getting off the train, the transit personnel will go to the entry and exit countries to verify customs clearance. Thailand's customs clearance time is faster, while Malaysia's customs clearance is stricter, and it is necessary to open the box to check the luggage, which is the port with the longest customs clearance time encountered by this delegation; At the highway port on the border between Malaysia and Singapore, the joint inspection facilities are better, the office conditions are more advanced and the customs clearance time is faster. People who pass customs clearance have to get off and get on the bus after tens of meters, so there is no need to check their luggage, and the procedures are simpler. Singapore border port is located at the seaside, with perfect port facilities. This is the best port that the delegation has seen in this trip. Perfect facilities, standardized customs clearance procedures and faster customs clearance. All luggage has to go through security check, which is similar to airplane security check. It doesn't take long.

3. Nanxin Corridor is an economic belt to be developed.

The trip starts from Nanning, China, and passes through major political, economic and cultural centers and transportation hubs in Vietnam, Laos, Thailand, Malaysia and Singapore, as well as Nanning, Hanoi, Rongcheng, Taqu, Nakhon Panong, Kongjing, Bangkok, Penang, Kuala Lumpur and Singapore 10.

The countries along the way are rich in natural products. From the survey, we can see different agricultural economic belts along the way from Nanning to Singapore-patches of sugarcane forests, rice, longan orchards, rubber forests, palm trees, coconut forests and so on. The countries along the route are rich in mineral resources, and agriculture and minerals are the main raw materials for industry. The main products are: rice, sugar, rubber, palm oil, tropical fruits, oil and natural gas, coal, tin ore, bauxite, iron ore, potassium salt and so on.

Nanxin Corridor is a busy commercial corridor.

Along the way, we can see that channel trade has developed well. In China Friendship Pass, the number of vehicles transporting goods is increasing gradually, and the number of goods passing through the border is also increasing year by year. Pingxiang Port has become the largest fruit trading port between China and ASEAN countries. In Vietnam, no matter whether the friendship is between Hanoi and Hanoi, or between Hanoi and Rongcheng, the trucks running on expressway are full of traffic, and the traffic from Hanoi to the south is more than that from Hanoi to the north, which shows that the traffic in this developing country is getting busier and busier. The modern logistics industry in Thailand shows the development direction of the logistics industry in the southern new economic corridor.

In Laos, although the route we pass is the mountain road in Laos, there are also many container vehicles passing through this road. Compared with Vietnam, passenger and cargo transportation is less, but it also shows that the transportation of this landlocked country is gradually modernizing. On the expressway in Thailand, Malaysia and Singapore, we can see that the passenger and cargo transportation in expressway is relatively busy, with more tourists than those in Vietnam and Laos. In general, except Laos, the land routes from Vietnam to Thailand, Malaysia and Singapore are busier from north to south. Although most of the passenger and cargo transportation in each country is within its own territory, there are also transnational transportation, especially in Vietnam, Laos and Thailand, which can pass 400 vehicles every day, which is very beneficial to their respective countries.

5. Nanxin Corridor is a tourist route that needs to be developed vigorously.
