According to Article 18 of the Provisional Regulations on the Human Resources Market, an operating human resources service institution engaged in professional intermediary activities shall apply for an administrative license from the administrative department of human resources and social security according to law and obtain a human resources service license.
Operating human resources service institutions to carry out human resources service business such as collection and release of human resources supply and demand information, employment and entrepreneurship guidance, human resources management consulting, human resources evaluation, human resources training, undertaking human resources service outsourcing, etc., shall file with the administrative department of human resources and social security within 15 days from the date of opening.
Human resources service institutions engaged in labor dispatch business shall implement the relevant provisions of the state on labor dispatch.
