The main work of the SME Development Promotion Center of the Ministry of Industry and Information Technology

Since its establishment, the Center has held many national working conferences, arranged work, exchanged experiences, organized economic and trade activities, held various international conferences and large-scale exhibitions at home and abroad, and carried out training and consultation in order to promote the foreign cooperation and exchange of small and medium-sized enterprises in China and help them improve their competitiveness, and achieved fruitful results.

(A) the establishment and expansion of foreign cooperation channels

Up to 20 10, the center * * * organized nearly 400 batches of international exchanges, with more than 3000 person-times/kloc-0. The center has established cooperative relations with relevant institutions in more than ten countries and regions, including Russia, the United States, France, Germany, Italy, Australia, Spain, Japan, South Korea, Turkey, Vietnam, Malaysia and Chile, with close business contacts. The Center has signed 2 1 cooperation agreements with relevant foreign institutions, which has promoted the exchange of small and medium-sized enterprises. During the 200 1 APEC SME Ministerial Meeting and Business Forum (sponsored by the former State Economic and Trade Commission), the "APEC SME Service Alliance" was established, with its secretariat located in the center, which created favorable conditions for further strengthening SME cooperation in the APEC region.

(2) Holding large-scale economic and trade exchange activities.

By the end of 20 10, 30 large-scale economic and trade activities had been hosted or undertaken, with the agreed utilization of foreign capital of 106 billion US dollars and the actual utilization of foreign capital of 9.4 billion US dollars. For example, 1992 and 1994 held international exhibitions and cooperation fairs for new products and technologies of small and medium-sized enterprises in Tianjin and Beijing (the first exhibition for small and medium-sized enterprises was held in China); Since then, Changzhou, Suzhou, Guangxi and other places have held SME fairs (trade fairs) for many years. 1998, 2004, 2006, 2008 and 20 10 held five APEC SME technology exchange and exhibition activities in Yantai, Qingdao and Fuzhou respectively. During the period of 1999 and 2005, "China SME Products Exhibition" and "China SME Textile and Clothing Exhibition" were held. The center also undertook the preparatory work for the ASEM Ministerial Meeting for SMEs, and hosted many international conferences such as the 4th Sino-German Technical Dialogue Forum and the 1st China-Japan Comprehensive Forum on Energy Conservation and Environmental Protection.

(3) Strengthen the training of small and medium-sized enterprises.

Since 199 1, the center has held various training courses and seminars for directors and managers of small and medium-sized enterprises. By the end of 20 10, nearly 340 training courses were organized, and more than 53,350 managers of small and medium-sized enterprises were trained, including more than 50 training courses for introducing talents and more than 4,000 trainees. In nearly 70 foreign aid training courses, more than 2,230 economic and trade management officials and representatives of small and medium-sized enterprises from more than 100 developing countries came to China to study and inspect. Free training of more than 30,000 small and medium-sized enterprise managers and professional technicians with government support funds. Sino-German intergovernmental cooperation projects and foreign aid training projects organized by the Center, as well as the "China SME Competitiveness Lecture Hall" and "China SME Lecture Hall" held nationwide, have been well received by the Ministry of Commerce, the National Development and Reform Commission, the State-owned Assets Supervision and Administration Commission, the Ministry of Finance and other departments and leaders, and have been welcomed by SME managers.

(four) do a good job in information and consulting services.

In order to help small and medium-sized enterprises obtain information, the center founded the magazine of Small and Medium-sized Enterprises in China, and edited and published the Yearbook of Small and Medium-sized Enterprises in China, Top 100 Enterprises in China, Service Guide for Small and Medium-sized Enterprises in China and Recommended Catalogue for Small and Medium-sized Enterprises in China. With the support of the Small and Medium Enterprises Division, the center undertook the construction of "National Information Service Platform for Small and Medium Enterprises", and provided information, consultation and technical services for small and medium enterprises by using modern network tools. The center has also set up an expert advisory committee to integrate social resources and provide consulting services for SMEs' strategy formulation, financing services, brand cultivation and park construction. The Tianjin SME Development Park, the national new energy industry and the demonstration park of SMEs' scientific and technological innovation and achievement transformation (Lianyungang) guided by the center have become important carriers for SMEs' agglomeration and regional economic revitalization.

(five) to undertake research work

Entrusted by the National Development and Reform Commission, the Ministry of Finance, the Ministry of Industry and Information Technology and the State-owned Assets Supervision and Administration Commission, it undertook the following tasks: setting up a guarantee fund for private enterprises to use foreign capital (Phase III), studying the strategy of SMEs going abroad, studying the risk prevention of foreign investment cooperation of SMEs, studying policies to promote the informatization construction of SMEs, studying policies to promote the application of energy-saving and emission-reduction technologies for SMEs, studying the role of the European Trade Organization in promoting energy-saving and consumption reduction of SMEs, and studying the economic development index of SMEs in China. Research on more than ten topics, such as "Investigation on the Development of Non-public Economy in Northeast China", "Research on Countermeasures to Help Small and Medium-sized Enterprises Obtain Government Procurement" and "Report on the Management and Operation Development of Small and Medium-sized Enterprises in China". Through investigation, the center has formed a team of socialized experts to participate in the development of small and medium-sized enterprises, accumulated experience and promoted the improvement of service level.
