According to the "Measures", the purchase from the date of issuance to February 3, 20221shall be based on the first online signing and filing time of the commercial housing sales contract. If the contract signed before the release date and filed online is cancelled, if it is changed and sold again, it will not be within the scope of subsidy.
In addition, after each real estate development enterprise signs a commercial housing sales contract with the purchaser and pays the full amount (including the loan), the qualified developer will directly return the subsidy to the purchaser. The development enterprise will wait for the District Housing and Construction Bureau to apply for settlement with the registered commercial housing sales contract, commercial housing sales invoice, confirmation that the purchaser has received subsidies, and monthly detailed summary of commercial housing sales. After the audit, the District Housing and Construction Bureau shall apply to the District Finance Bureau for fund allocation (the pre-sale subsidy for commercial housing shall be managed according to the pre-sale amount of commercial housing and allocated to the supervision account of commercial housing funds of the development enterprise, and the development enterprise shall extract it according to the regulations). The settlement time of subsidy funds is from August 2022 to February 2023, before 25th of each month. After the subsidy funds are settled, the District Housing and Construction Bureau shall notify the commodity housing contract filing department to lock the batch of commodity housing, and shall not apply for or issue housing subsidies repeatedly. If it is necessary to terminate the sales contract for the commercial housing that has been paid housing subsidy funds, the purchaser and the development enterprise shall return the set of commercial housing subsidies according to the original path respectively. All real estate enterprises and property buyers shall not resort to deceit. Once found, the credit rating of real estate development enterprises shall be reduced or recorded in credit evaluation according to regulations.
In terms of the source of subsidy funds, the subsidy funds for house purchase are shared according to the current urban financial system. These Measures shall be interpreted by the Xuzhou Municipal Finance Bureau and the Municipal Housing and Construction Bureau. Each district shall, in combination with the division of labor of the departments under its jurisdiction, formulate a specific fund review and disbursement process and report it to the Municipal Finance Bureau and the Housing and Construction Bureau for the record.
