Private higher education, as an important part of China's education system, has shown a rapid development momentum in recent years. Statistics from the Ministry of Education show that in 2004, there were 228 adult private colleges and universities in China, with 654.38+3975 students (including independent college students). Through the efforts of all walks of life, private colleges and universities have made bold explorations in running their own characteristics and improving their quality, and accumulated preliminary experience. All these provide good opportunities for the development of private colleges and universities in the new century.

According to the national economic and social development goals and strategic deployment requirements, the state will vigorously develop vocational education and vocational training, promote vocational education to take the road of characteristics, quality, collectivization and marketization, attract multi-channel social capital inflows, and build a number of vocational education bases throughout the country. In order to expand the popularization rate and coverage of all kinds of education and promote the balanced allocation of high-quality resources, the state will vigorously encourage "private schools", "state-owned private schools", "private aid", Sino-foreign joint ventures, school-enterprise cooperation and other forms of running schools.
