High-tech product (service) income refers to the sum of product (service) income and technology income obtained by enterprises through R&D and related technological innovation activities. The technology that plays a core supporting role for enterprises to obtain the above benefits should belong to the "technical field". Among them, technology income includes: technology transfer income: refers to the income obtained by technological innovation achievements of enterprises through technology trade and technology transfer; Technical service income: refers to the income that the company provides technical information, technical consultation and market evaluation, engineering and technical project design, data processing, test analysis and other services to users outside the company by using its own manpower, material resources and data systems. Service income; Entrust R&D income: refers to the income of enterprises that accept entrusted R&D, pilot test and new product development from all aspects of society.
1. High-tech products refer to brand-new products that conform to the national and provincial high-tech key areas, technical fields and product reference catalogues. Or a new generation of products produced for the first time in the province, or improved products produced for the first time in China, or innovative products. ; High technology content, good economic benefits (profits and taxes are higher than 20%), and broad market prospects.

In order to support enterprises, institutions and private high-tech enterprises to research, develop and produce high-tech products of high-tech industries, improve the independent innovation ability of enterprises and develop high-tech industries, these measures are formulated according to the Implementation Opinions of the State Council City, the Central Committee of the Communist Party of China on Accelerating Scientific and Technological Progress (1995 16).
3. The term "enterprises, institutions and private technology enterprises" as mentioned in these Measures refers to enterprises and institutions engaged in the development and production of high-tech products in Guanzhong High-tech Industrial Development Zone (hereinafter referred to as the Development Zone). The administrative department (hereinafter referred to as the Science and Technology Bureau of the Science and Technology Commission) has recognized and obtained the certificate of science and technology enterprise. Shaanxi Provincial Science and Technology Commission (hereinafter referred to as the Provincial Science and Technology Commission) is the competent department of high-tech product appraisal in Shaanxi Province, and is responsible for the implementation of these measures.
