Regulations of Binzhou Municipality on the Administration of Social Governance Grid Service

Article 1 In order to standardize the grid service management of social governance, promote the modernization of social governance system and governance capacity, and improve the ability and level of serving the masses, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the grid service management of social governance and related activities within the administrative area of this Municipality. Article 3 The term "grid" as mentioned in these Regulations refers to the basic service management units divided according to the corresponding standards in specific spatial areas such as urban and rural communities and administrative villages under the jurisdiction of this Municipality.

This Ordinance referred to in social governance grid service management (hereinafter referred to as "grid service management"), refers to the basic information collection, social conditions and public opinion collection, investigation and rectification of potential safety hazards, investigation and resolution of contradictions and disputes, publicity of policies and regulations, public service agency, information system data analysis, participation in safe creation, social psychological service, guidance and crisis intervention. Organize the implementation under the leadership of the party organization.

The term "grid staff" as mentioned in these Regulations refers to the staff engaged in service management within the grid. Article 4 Grid service management adheres to the principles of Party committee leadership, government responsibility, social coordination, public participation, legal guarantee and scientific and technological support. Fifth cities and counties (cities, districts) are responsible for the grid service management, and are responsible for organizing, coordinating, guiding and supervising the grid service management within their respective jurisdictions.

Public security, civil affairs, finance, housing and urban construction, big data, urban management and other participating departments and units shall, according to their respective functions and duties, do a good job in grid service management of social governance, and provide necessary education and training, business guidance, job security and information support for grid service management.

Township people's governments and sub-district offices are responsible for the grid service management within their respective jurisdictions.

Villagers' committees and residents' committees assist township people's governments and sub-district offices to carry out grid service management, and mobilize and organize villagers and residents to participate in grid service management. Article 6 Township people's governments and sub-district offices shall assist county (city, district) grid service management institutions to scientifically and reasonably divide grids according to the principles of clear boundaries, adapting to local conditions and convenient services.

Grid name, regional scope, names and contact information of grid members, supervision telephone number and other information. It should be publicized in the main activity places of villagers and residents. If the content changes, it shall be updated in time.

In order to avoid management overlap, relevant departments and units should rely on the divided grid to carry out their work, and will not be divided separately. Article 7 A grid shall be equipped with grid members, who may be members of village party organizations, community party organizations, villagers' committees and residents' committees.

Grid service management can also be carried out by government purchasing services according to law.

Support party member, villagers' representatives, residents' representatives, property service personnel, psychological counselors and volunteers to form a grid service team to assist grid staff in grid service management. Article 8 Establish a grid management mechanism in which the whole people participate, encourage villagers and residents to participate in grid service management by means of information technology, carry forward socialist core values, and promote mutual assistance and love, neighborhood harmony and social stability. Ninth villagers and residents shall abide by the relevant provisions of the grid service management, and cooperate with the grid staff to do a good job in grid service management. Villagers and residents who are public officials of party member and the state should take the lead in grid service management.

Villagers and residents have the right to enjoy the related services provided by grid service management, and have the right to put forward opinions and suggestions on related work. Tenth cities and counties (cities, districts) responsible for grid service management institutions shall, in conjunction with the relevant departments, prepare a list of grid service management matters, which shall be announced to the public and dynamically adjusted. Eleventh grid members should coordinate and solve the villagers' opinions, residents' opinions, hidden problems and other matters collected in the work in a timely manner; If it cannot be solved, it should be uploaded to the grid service management information system according to the management responsibilities and workflow, and handed over to the agency responsible for grid service management in time according to the workflow.

The undertaking departments and units shall complete the grid service management matters within the specified time, and timely feedback the handling results. Circulation matters do not belong to the scope of responsibilities of the departments and units, and the accepting departments and units shall promptly explain to the institutions responsible for grid service management. Article 12 The institutions responsible for grid service management in cities, counties (cities, districts), township people's governments and sub-district offices are responsible for the daily operation of grid service management information systems, and undertake the work of filing acceptance, diversion assignment, inspection and supervision, notification and assessment, and data judgment.

Participating departments and units shall, in accordance with the provisions, access relevant information systems to the grid service management information system to realize data sharing. Article 13 Institutions responsible for grid service management in cities and counties (cities, districts), township people's governments and sub-district offices shall establish and improve the information security system, establish and implement the hierarchical access authorization system for information use management, and ensure the personal information security of data and service management objects.

State organs, organizations, relevant units and their staff, as well as grid staff involved in grid service management, shall keep the state secrets, business secrets and personal privacy they know in the process of performing their duties according to law.
