Volunteers, volunteer service organizations and volunteer service objects have a voluntary, equal and mutually respectful service and service relationship. Article 4 The term "voluntary service" as mentioned in these Regulations refers to the public welfare behavior of volunteers and voluntary service organizations to help others, serve the society and protect nature voluntarily and free of charge.
The term "volunteer" as mentioned in these Regulations refers to a person who voluntarily participates in voluntary service with his own time, skills and other resources for the purpose of obtaining material rewards.
The voluntary service organizations mentioned in these Regulations refer to:
(1) Non-profit social organizations registered according to law and specializing in voluntary service activities;
(2) Organs, non-profit organizations, social organizations and public welfare organizations that organize voluntary service activities. Article 5 Volunteers and their voluntary services shall be respected. Advocate and encourage citizens and all sectors of society to participate in voluntary service activities. Article 6 The people's governments of cities, counties (cities) and townships shall guide, support and promote the development of voluntary services, incorporate voluntary services into social development plans and annual plans, and provide necessary guarantees.
City, county (city) district volunteer service work guidance and coordination agencies are responsible for formulating the development plan of volunteer service in this administrative region, guiding and coordinating volunteer service organizations and their activities, and managing volunteer service funds.
State organs, people's organizations, enterprises and institutions, grassroots mass autonomous organizations and other social organizations shall support and guide voluntary service within their respective functions and duties. Article 7 The week of March 5th every year is the publicity week of the city's voluntary service activities. Chapter II Volunteers Article 8 Individuals are encouraged to register with voluntary service organizations and become registered volunteers. Article 9 Volunteers shall have corresponding capacity for civil conduct and volunteer service. Article 10 Volunteers shall enjoy the following rights:
(a) Voluntary participation in or withdrawal from voluntary service organizations;
(two) according to their own wishes and time, ability and other conditions, choose to participate in volunteer service activities;
(three) to obtain information and training related to volunteer service activities;
(four) to obtain the necessary conditions and guarantees related to voluntary service activities;
(five) to request the organization to carry out voluntary service activities and help solve the problems encountered in voluntary service activities;
(six) the right to give priority to volunteer organizations and other volunteers;
(seven) to supervise the work of voluntary service organizations and put forward opinions and suggestions;
(eight) refusing to provide services that violate laws, regulations and social ethics;
(nine) other rights stipulated by laws, regulations and the articles of association of voluntary service organizations. Eleventh volunteers shall perform the following obligations:
(1) Abide by laws, regulations and the articles of association and system of voluntary service organizations;
(two) to participate in the education and training of voluntary service organizations, to accept the guidance and arrangement of voluntary service organizations, to fulfill the commitment of voluntary service, and to complete the work of voluntary service;
(3) Respect the wishes, personality, privacy and other rights of volunteers, and shall not disclose personal privacy, business secrets and other legally protected information learned in the process of participating in volunteer service, and shall not harm the legitimate rights and interests of volunteers;
(four) unable to continue to engage in voluntary service activities, it shall inform the voluntary service organizations in advance;
(five) shall not charge fees, remuneration, property or seek other benefits from the volunteer service object;
(six) shall not use the identity of volunteers to engage in acts inconsistent with the requirements of volunteer service activities;
(seven) to maintain the reputation and image of volunteer service organizations and volunteers;
(eight) other obligations that should be fulfilled. Chapter III Voluntary Service Organizations Article 12 Social organizations that meet the articles of association of voluntary service organizations may apply to become group members of voluntary service organizations. Thirteenth voluntary service organizations shall do the following work:
(1) Establish a volunteer registration system and issue signs and certificates to volunteers;
(2) Organizing and guiding voluntary service activities;
(three) responsible for volunteer recruitment, training, service records, assessment, recognition and other work, release information related to volunteer service;
(four) risk assessment of volunteer service content, provide necessary help for volunteers to participate in volunteer service activities, and safeguard their legitimate rights and interests;
(5) Raising, accepting, using and managing funds and materials for voluntary service;
(six) to carry out publicity and exchange activities of volunteer service;
(seven) other duties stipulated in the articles of association of voluntary service organizations.
