Regulations on the Administration of Academic Journals of Traditional Chinese Medicine (for Trial Implementation)
Chapter I General Provisions Article 1 These Regulations are formulated in order to strengthen the management of academic journals of traditional Chinese medicine, improve the quality of academic exchanges of traditional Chinese medicine and promote the academic development of traditional Chinese medicine. Article 2 Academic journals of traditional Chinese medicine refer to regular academic journals sponsored by Chinese medicine academic groups, scientific research institutions and institutions of higher learning of the country or provinces, municipalities and autonomous regions, approved by the relevant competent departments, obtained the journal registration certificate of the publishing department, and publicly issued. Chapter II Guiding Ideology and Tasks Article 3 Academic journals of traditional Chinese medicine adhere to the purpose of serving people's health and socialist construction, implement the policy of "letting a hundred flowers blossom and a hundred schools of thought contend", highlight the characteristics of traditional Chinese medicine, form their own style and characteristics, correctly handle the relationship between inheritance and development, popularization and improvement, and make contributions to the revitalization, prosperity and development of traditional Chinese medicine. Article 4 The basic tasks of academic journals of traditional Chinese medicine are: to implement the scientific research guidelines and Chinese medicine policies of the Party and the state, exchange academic experience, transmit academic information at home and abroad, and promote the scientific development of traditional Chinese medicine. Chapter III Working Organizations and Personnel Article 5 Academic journals of traditional Chinese medicine shall set up magazines or editorial departments, which are generally located at the department level. Monthly magazine can be compiled by 12- 15 people; Bimonthly 6- 10 people; 4-6 people in quarterly magazine. A magazine or editorial department should have a chief editor and a deputy chief editor. Article 6 The scope of duties of a magazine or editorial department: to formulate a periodical editing and publishing plan, assemble and review manuscripts, complete editing tasks in time, and ensure periodical publication on schedule. Article 7 Strengthening the cultivation and construction of editors is the key to running a good periodical. Editors should generally have a bachelor's degree or above, or equivalent to the university's cultural and professional level, and love editing work. They should not only know the knowledge of Chinese medicine and be familiar with editing business, but also have a high level of writing and a certain ability of organization and social activities. Chapter IV Editorial Committee Chapter IV Editorial Committee Article 8 The Editorial Committee consists of Chinese medicine experts and other relevant experts and managers who are enthusiastic about the editing and distribution of periodicals, and is composed of 1 chairman, several vice-chairmen and an editorial Committee. Article 9 The editorial board is the academic leading body of periodicals. Its main tasks are: to study and determine the direction and basic tasks of periodicals; To examine and approve the editing outline and editing plan; Provide effective guidance and assistance and academic consultation for editing, publishing and distribution; Review important manuscripts. Article 10 The term of office of members of the editorial board is 3-4 years. At the time of change, a certain number of young and middle-aged professional and technical personnel should be supplemented in accordance with the principle of alternating old and new. Periodicals with a certain economic income can be funded in the form of differential subsidies. Fifteenth Chinese medicine periodicals are intellectual investment-oriented social welfare and scientific and cultural undertakings that disseminate scientific and technological knowledge of Chinese medicine. Therefore, we should adhere to the principle of giving priority to social benefits and attaching importance to economic benefits in management. It is necessary to combine scientific management with effective management methods, improve management and strengthen economic accounting in order to improve social benefits and obtain necessary economic benefits. Chapter VII Supplementary Provisions Article 16 Each magazine or editorial department of academic journals of traditional Chinese medicine may, in accordance with these regulations and in light of the actual situation, formulate specific rules for periodical work.
