The fourth party logistics is based on the integration of social resources through the third party logistics, while the development of 4PL can only be based on the highly developed third party logistics industry and the extremely popular enterprise supply chain outsourcing. Only by vigorously developing third-party logistics enterprises can fourth-party logistics have a development foundation. At present, China is still in the primary stage of developing third-party logistics, and the development of logistics enterprises is relatively scattered. There are not only large-scale material groups after reorganization, but also production enterprises extending the supply chain to form specialized logistics companies. State-owned logistics companies have not yet completed the transformation of operating mechanism. Private third-party logistics companies are rising, but they are not full-fledged. At the same time, the outsourcing of logistics by manufacturing enterprises to third parties has not yet formed a climate. In order to meet the needs of the development of modern logistics industry, we must vigorously develop third-party logistics and cultivate large enterprise groups, which can not only improve the efficiency of logistics industry without increasing capital investment, but also pave the way for the development of 4PL and improve the overall development level of logistics industry in China.

The third-party logistics enterprise itself is the "profit point" of the logistics industry, and it can survive by its own development law, while the fourth-party logistics plays an extremely important role in integrating social resources and promoting the logistics industry, and its development has an important role in promoting or restricting economic development, commodity circulation and mass consumption.
