Rewards will also be given to meritorious personnel who recommend foreign experts and provide information.
For foreign experts who come to Shandong, their personal wages and salaries can be halved according to the provisions of the tax law. Fifth, actively create good conditions and environment and give full play to the role of experts. Strictly implement the employment contract of foreign experts who come to work in Shandong to ensure that they have jobs, rights and responsibilities; As a consultant, according to the needs of work, you can participate in the decision-making of related issues. The management and technical personnel required by enterprises and institutions wholly owned by foreign experts or contracted or leased by foreign experts can be recruited at home and abroad and managed according to international practice. Article 6 Protect the legitimate rights and interests of foreign experts according to law. The personal assets of foreign experts shall not be nationalized or expropriated; The legitimate income and other interests of foreign experts should be kept confidential and protected according to the wishes of the experts themselves. Article 7 Foreign experts are welcome to bring technology and patents to Shandong to establish and co-organize advanced technology enterprises. In the process of production and circulation, such enterprises need to borrow short-term liquidity and credit funds, which will be given priority after examination; When the profits earned by foreign experts are remitted abroad, the income tax on the remitted amount shall be exempted. After the expiration of the enterprise income tax reduction or exemption in accordance with state regulations, such enterprises can also collect enterprise income tax by half for three years, and give priority to providing water, electricity, transportation conditions and communication facilities needed for production and operation, and charge according to the local state-owned enterprise charging standards. Eighth advanced equipment provided by foreign experts to our province, as a joint venture investment, enjoy preferential treatment of exemption from customs duties and product tax (value-added tax). Instruments, equipment and chemical reagents for scientific research, experiments and teaching that have been approved for import shall be exempted from product tax, value-added tax and customs duties at the import stage. Carrying, consigning, mailing or importing self-used articles for settlement, means of transportation, scientific instruments, office supplies (within a reasonable range) and books and materials shall be exempted from customs duties by virtue of the Import Certificate for Foreign Experts.

Relevant opinions, suggestions and questions put forward by experts shall be answered and solved by governments at all levels in a timely manner, and relevant policies shall be ensured to be implemented. Article 12 The above provisions apply to overseas Chinese, overseas Chinese and experts from Hong Kong, Macao and Taiwan who apply to work in Shandong.
Matters related to the employment of foreign experts and the introduction of foreign technology in our province shall be handled by the Foreign Intelligence Office of Shandong Province and the Foreign Science and Technology Exchange Center of Shandong Province in conjunction with relevant departments.
