Principles of government information disclosure

The principles of government information disclosure include justice, fairness and convenience. In principle, all public information should be disclosed voluntarily, but information involving state secrets and information that may harm the public interest can be kept confidential. Personal information shall not be made public in principle, but it may be made public with the consent of the obligee, upon application and necessary for public interests.

Administrative organs should adhere to the principles of fairness, justice, legality and convenience when disclosing government information, with openness as the norm and non-disclosure as the exception.

Article 6 of the Regulations of People's Republic of China (PRC) Municipality on the Openness of Government Information.

The administrative organ shall timely and accurately disclose government information.

If an administrative organ finds false or incomplete information that affects or may affect social stability and disrupt the order of social and economic management, it shall issue accurate government information for clarification.
